Özet
İslam Konferansı Örgütü, bir uluslararası örgüt olarak sistemdeki rolü açısından çeşitli değerlendirmelere tabi tutulmuştur. Bu değerlendirmeler genellikle Örgüt'ün çelişkili bir tutum içerisinde olduğunu, işleyemez durumda dev bir yapıya sahip olduğunu veya pasif bir örgüt olduğunu ifade etmektedirler. Elbette bu değerlendirmeler, onları ortaya koyan kişilerin sistem ve sistemin işleyişine dair algıları çerçevesinde bir şekil almaktadır. İslam Konferansı Örgütü'ne ilişkin uluslararası ilişkiler bağlamında yapılan analizler çoğunlukla ana akım uluslararası ilişkiler teorilerinin sistem algısını yansıtmaktadır. Hâlbuki ideolojik/dinî temeller üzerine kurulmuş olan İslam Konferansı Örgütü, sistem ile uyumlu hareket etmek suretiyle sistemi dönüştürmek amacı içerisindedir. Dolayısıyla sistemin değişmez temel unsurlarının bulunduğunu kabul eden ana akım teoriler çerçevesinde yapılan analizler, Örgüt'ün kuruluş ve gelişimini, yapı ve işleyişini açıklama teşebbüslerinde çelişki ve uyumsuzluklarla karşılaşmaktadırlar. Diğer taraftan incelemeye tabi tutulmuş durum ve işlemler sosyal inşacı yaklaşımlarla tekrar değerlendirildiğinde çelişki ve uyumsuzluktan ziyade, farklı bir algının yaygınlık kazanması ve sistemin dönüştürülmesi doğrultusunda istikrarlı bir çaba görünür hale gelmektedir.

Organisation of the Islamic Conference, an international organization, has been subjected to various assessments in terms of its role in the system. They are stated generally in these assessments that the Organisation is in a contradictious attitude, or in a condition which is not appropriate to operate due to the huge structure, or a quiescent structure. Of course, these assessments take shape within the framework of the perceptions regarding the system and the operation of the system. The analysis in the context of international relations for the Organization of Islamic Conference mostly reflects the systemic perception of the of the mainstream international relations theories. The Organisation of the Islamic Conference is built upon an ideological/religious foundation which is compatible within the international system. Therefore, the analysis made within the framework of the mainstream theories, which accept the constant fundamental elements of the system, faces contradictions and discrepancies in their attempt to explain the establishment, development, structure and operation of the Organisation. On the other hand, when the situation and process, which are subjected to scrutiny, are reviewed by social constructivist approaches, it becomes clear that the prevailing aim is the prevalence of a different perception and the conversion of the system rather than contradictions and discrepancies.
