In this study, Foreign Language Proficiency Examination for the State Employees (KPDS), which was administered in Turkey during the years between 1990 and 2013, was aimed to be analyzed. The criteria for this analysis were improved based on a current and international guideline for foreign language teaching domain, which is called ?Common European Framework of Reference for Languages?. Through this analysis, both the grammar and the vocabulary levels of the 80 questions that were asked in 2011 spring term exam with their answer options were identified. In the meantime, not only the concepts such as objectivity, validity, and the reliability of the tests, but also the process of controlling the validity of the exams were discussed. Besides, some historical data on the government officers? knowledge of foreign language and the legal basis of testing that knowledge were roughly investigated. As a result of these investigations, the proficiency level of the exam was identified to be A and B in terms of grammar; while it was identified to be B and C in terms of vocabulary. The presence of level B and level C words in all questions pulls up the language level of the tests, and therefore in this exam a proper content for level A is holistically unavailable. In light of these findings, some of the equivalency tables declared by the Council of Higher Education (YÖK) and the Student Selection and Placement Center (ÖSYM) were interpreted. According to these interpretations, it is suggested that A1 and A2 equivalencies in the equivalence tables are removed.
