Özet
İnşaat sektörü Türkiye ekonomisinin lokomotif sektörlerinden biri olup, kendisi ile ilişkili sektörlerle birlikte düşünüldüğünde, sektörün ekonomiye % 30 dolaylarında katkı sağladığı bilinmektedir. İnşaat sektörünün yaklaşık % 80'ini ise konut sektörü oluşturmaktadır. Anayasal bir hak olarak bireylere sunulan konut, barınma ihtiyacını karşılamakta, ancak teknolojinin ilerlemesi, bireylerin refah seviyelerinin artması ile birlikte barınma ile ilgili fiziksel ihtiyacı karşılamanın ötesinde sosyal ihtiyaçlara da etki etmektedir. Kamunun konut sektörüne etkisi TOKİ aracılığıyla olmaktadır. TOKİ, konut üretiminin yanı sıra kentsel dönüşüm ve gelişim projeleri, kaynak geliştirme ve arsa satışı karşılığı gelir paylaşımı projeleri, sosyal donatılar, ihtiyaç sahiplerine açmış olduğu krediler vb. faaliyetler ile inşaat sektörü içinde önemli bir paya sahiptir. Bu çalışma kapsamında, TOKİ'nin inşaat sektörü içindeki yeri ve sektörde aktif üretici olarak yer almasıyla sektöre olan etkileri ortaya koyularak, TOKİ'nin konut üretimi, konut maliyeti, GSYİH, istihdam ve ilgili olduğu diğer sektörler açısından TOKİ – inşaat sektörü ilişkisi incelenmiştir.

Construction is one of the leading sectors in the Turkish economy, and when combined to related sectors, it constitutes around 30% of the economy. Houising sector constitutes approximately 80% of construction sector. Housing offered to individuals by state as a constitutional right meets the need of providing sheltering; however, with the developments in technology and increase in economic welfare, beyond meeting physical needs related to sheltering, social needs are additionally affected. The effects of state on housing sector is via TOKİ. Besides house construction.TOKİ has an important role in construction sector with the activities like urban renewal and development projects, fund raising,and income sharing in return for land sale projects,social outfits,credits for people in need. Within the scope of this study, by revealing the effects on the sector as a result of TOKI's place in construction industry and its becoming an active producer in the sector; the relationship between TOKI and construction sector has been examined with regards to TOKI's house construction, cost of housing, GDP, employment,and other related sectors
