Özet
Bilim ve teknoloji, üzerinde yapılan çalışmaların yoğunlaşması ve bu çalışmaların yeni araştırmalar için oldukça gelişmiş bir altyapı imkânı sunmasıyla beraber farklı bir anlam kazanmıştır. Özellikle son birkaç yılı kapsayan süreçte bilim ve teknolojide yaşanan gelişmelerin ivme kazanması, bu sürecin yeni bir düzenin ve insanlık için öncekinden daha farklı bir dünyanın başlangıcı olarak kabul edilmesine neden olmaktadır. 21. yüzyıl başlangıcına denk gelen bu süreç; Milenyum Çağı, Bilgi Çağı, Dijital Çağ, Küresel Teknolojik Dönüşüm Çağı gibi isimlerle tanımlanmaktadır. Yaşanan gelişmeler bireysel olarak hayatlarımızı etkilediği gibi, toplumsal boyutta işletme, kurum-kuruluş hatta devlet düzeyinde örgütsel algılarda ve yapılarda değişikliklere sebep olmaktadır. Değişim hızının had safhada olduğu ve bu hızın giderek arttığı da göz önünde bulundurulduğunda yönetim kademelerinin, yönetiminden sorumlu oldukları maddi ve manevi varlıkları koruma, güvenli tarafta tutma ve geliştirme ihtiyacı da bu değişimle beraber gelmektedir. İşletmeler varlıklarını ve karlılıklarını gelişen teknolojik altyapıya göre koruma amacı gütmektedir. Kurum ve kuruluşlar değişen algılar çerçevesinde kendilerini çağa adapte etme ihtiyacı duymaktadır. Devletler de birincil amaçları olan güvenliklerini sağlama anlayışını bu değişim ve dönüşüm sürecine göre geliştirmektedir. Bu çalışmayla milli güvenlik kavramına alışılmışın dışında bir bakışla yaklaşmak istenmektedir. Milli güvenlik unsurlarının teşkili, korunması ve güçlendirilmesi aşamalarında teknoloji ve teknolojinin doğru yönetilmesi üzerinde durmak, milli güvenlik politikalarının tayininde stratejik teknoloji yönetimi prensiplerinin kullanılmasının önemine değinmek hedeflenmektedir. Bir başka deyişle; milli güvenlik kavramının ve politikalarının mühendislik bakışıyla ve teknoloji yönetimiyle ele alınması çalışmanın ana amacıdır. Özelinde ise milli güvenlik stratejileri kapsamında Türkiye'nin süregelen teknolojik gelişmeler ışığında olması gereken konum ve buna yönelik yapması gerekenler konusunda öneriler sunmak amaçlanmaktadır.

Science and technology have gained a different meaning as the studies are intensified and these studies provide a highly developed infrastructure for new studies. The acceleration of the developments in science and technology, especially in the last few years, causes this process to be accepted as the beginning of a new order and a different world for humanity than before. This process, which coincided with the beginning of the 21st century; called diversely as the Millennium Age, the Information Age, the Digital Age, and the Age of Global Technological Transformation. These developments affect our lives individualistically and also cause changes at the social level in organizational perceptions and structures of enterprises, institutions, organizations and even states. Considering that the speed of change is extremely high and this speed is increasing, the need for management levels to protect, keep and develop the tangible and moral assets on which they are responsible for management comes with this change. Enterprises aim to protect their assets and profitability according to the developing technological infrastructure. Institutions and organizations need to adapt themselves to the age within the framework of changing perceptions. States are also developing their understanding of providing security, which is their primary objective, according to this process of change and transformation. In this study, it is aimed to approach the concept of national security with an unusual view. It is aimed to emphasize the correct management of technology and technology in the formation, protection and strengthening of national security elements, and to emphasize the importance of using strategic technology management principles in the determination of national security policies. In other words; The main purpose of this study is to examine the concept of national security and its policies from an engineering perspective and technology management. Also specific place is given to the position that Turkey should be in the light of technological developments and the actions which should be taken according to national security strategies.
