Özet
Ce travail nous a permi de voir les différents types d'apports que l'e-gouvernement pourra fournir à l'administration publique tchadienne. Dans cet objectif, nous avons définit brièvement les notions générales de l'administration publique et de service public, analyser les structures de l'administration tchadienne et la fonction publique au Tchad (chapitre 1), ici nous avons utilisé les textes en vigueur en République du Tchad afin d'analyser les structures qui composent l'administration tchadienne. Nous avons en suite grâce à la littérature écrite sur le sujet, défini l'e-gouvernement, ses éléments, ses interactions, ses différentes phases, ses caractéristiques ainsi que ses avantages (chapitre 2). En nous appuyant sur l'analyse de l'e-gouvernement dans quelques pays développés, nous avons développé l'idée sur l'e-gouvernement dans le monde en général et avons fait une analyse de l'état de l'administration électronique et des services électroniques au Tchad (chapitre 3). Enfin, en analysant les résultats des enquêtes et entretiens, nous avons abordé la question de l'apport que peut fournir l'e-gouvernement pour l'administration publique tchadienne (Chapitre 4). Une conclusion générale et des recommandations destinées aux autorités tchadiennes, aux chercheurs et étudiants a mis fin à cette thèse. A l'issu de l'analyse de notre enquête de terrain, nous pouvons dire que malgré le manque d'infrastructures adéquates pour la mise en oeuvre des applications d'e-gouvernement, les fonctionnaires interrogés pensent en grande majorité que les applications de l'e-gouvernement auront un impact positif sur l'administration et les citoyens. Toutes fois, pour accélérer la mise en oeuvre de l'e-gouvernement, les infrastructures techniques, les ressources humaines, les instruments juridiques, et le plus important encore le registre national de la population doivent être amélioré en vue d'instaurer une administration électronique effective dans les prochaines an

This work allowed us to see the different types of contributions that the e-government can provide to the Chadian public administration. For this purpose, we have briefly defined the general notions of public administration and public service, analyze the structures of the Chadian administration and the civil service in Chad (chapter 1), here we have used the texts in force in the Republic of Chad to analyze the structures that make up the Chadian administration. We then have to thanks the written literature on the subject, defined e-government its elements, its interactions, its different phases, its characteristics as well as its advantages (chapter 2). Based on the analysis of e-government in a few developed countries, we developed the idea of e-government in the world in general and made an analysis of the state of e-government and electronic services in Chad (Chapter 3). Finally, analyzing the results of the surveys and interviews, we discussed the contribution that e-government can make to the Chadian public administration (Chapter 4). A general conclusion and recommendations addressed to the Chadian authorities, researchers and students put an end to this thesis. As a result of the analysis of our field survey, we can say that despite the lack of adequate infrastructure for the implementation of e-government applications, most of the officials interviewed believe that the applications of e-government will have a positive impact on the administration and citizens. However, to accelerate the implementation of e-government, technical infrastructure, human resources, legal instruments, and most importantly the national population register need to be improved in order to establish e-government. effective in the next few years.
