Özet
Günümüz kentlerinin katılımcı anlayıştan yoksun ve demokratik olmayan kentsel politikalar çerçevesinde yönetilmesi artan hak ihlallerinin de etkisiyle kentlerin birer mücadele alanına dönüşmesine neden olmuştur. Bu süreçte, kentlerin oluşumuna kentlilerin katılımını sağlayan haklar bütünü olarak tanımlanan“kent hakkı”ve bu hakkın kazanılmasına yönelik verilen kent hakkı mücadelelerinin önemi ortaya çıkmış ve konu bir çok disiplini ilgilendiren bir tartışma alanına dönüşmüştür. Bu mücadeleler kentlinin katılımına ve kentlilik bilincinin artmasına neden olmakla birlikte, kentsel mekanı yeniden üreterek dönüşmesini de sağlamıştır. Kent tarihinin değişen mekansal, sosyo-kültürel ve ideolojik anlamlarının kent hakkı mücadeleleri üstünden okunması, yeni bir değerlendirme ve eleştiri ortamı yaratacaktır. Çalışma kapsamında mekan, zaman ve aktörlerin bağlamsal ilişkisi çerçevesinde kent hakkı mücadeleleri değerlendirilmiş; kentin tarihine ve mekansal değişimine etkileri ortaya çıkarılmıştır. Ankara'nın yakın dönem tarihi üzerinde örneklenen bu mücadeleler, kentin sosyal, politik ve mekansal yapısında değişime yol açmıştır. Mücadeleler üzerinden yapılan tematik okuma sonucunda Ankara'nın mekansal dönüşümüne etkilerinin açığa çıkarılması, yakın dönem kent tarihine eleştirel bir bakış açısı getirerek kent kimliğinin ve kentsel hafızanın sürdürülebilirliğine katkı sağlayacak potansiyel bir çalışma alanı oluşturulmuştur.“Kamusal alan mücadeleleri”,“barınma hakkı mücadeleleri”ve“doğal çevreyi koruma mücadeleleri”olmak üzere üç ana başlık altında ele alınan mücadelelerin incelenmesiyle kentin sosyolojik ve kültürel yaşam pratikleri ve bunların mekansal izleri ortaya çıkartılmış; kentsel dönüşümdeki başarılı/başarısız rolleri ve kentsel bilincin inşasındaki önemli katkıları ele alınmıştır. Kent tarihine eleştirel bir bakış açısıyla yaklaşan çalışma, kentin“kent hakkı mücadele haritası”üzerinden değerlendirilebileceğini göstermektedir.

The management of today's cities via non-participatory and non-democratic urban policies with the effect of an increase in violation of rights have led to the transformation of cities into fields of struggles. In this process, the concept of“the right to the city”which is defined as a collection of rights that enables citizens' participation in the formation of cities, and the struggles for the acquisition of these rights have gained importance and this subject has become a discussion topic concerning many disciplines. As well as leading up to the participation of the citizens and the increase in urban consciousness, these struggles have also provided the transformation of urban space by reproducing it. Studying the changing spatial, socio-cultural and ideological meanings of the city history via the struggles of the right to the city will create a new evaluation and criticism platform. Within the scope of this study, the right to the city struggles were evaluated within the context of space, time and the contextual relationship of the actors; the effects of these struggles on the history and spatial change of the city were revealed. These struggles which are exemplified from the recent history of Ankara, have led to a change in the social, political and spatial structure of the city. As a result of the thematic reading of the struggles, a critical perspective on the recent history of Ankara has been introduced by revealing the effects of these struggles on the spatial transformation of the city and a potential study area has been created to contribute to the sustainability of urban identity and urban memory. Through the examination of these struggles under three main titles as“the struggles of public space”,“struggles for the right to shelter”and“struggles to protect the natural environment”, sociological and cultural life practices of the city and their spatial traces have been revealed; their successful/unsuccessful roles in urban transformation and their important contributions to the construction of urban consciousness were discussed. The study, which approaches the history of the city from a critical point of view, shows that the city can be evaluated through“the map of struggles of the right to the city”.
