Özet

Diyanet İşleri Başkanlığı İhtisas Eğitimi Üzerine Bir Araştırma başlığını taşıyan bu çalışmamız İhtisas eğitimlerinin kuruluş serüveni, program içeriği ve değerlendirmesi ve önemi üzerine dururken bununla birlikte Trabzon, Konya, Rize, İzmir, Kocaeli, Ankara, İstanbul, Kayseri, Diyarbakır, Erzurum illerinde yer alan Dini Yüksek İhtisas Merkezlerinden mezun olan ve 2018 programına tabi olan mezunlardan seçilen bir grup üzerinde anket çalışmasını içermektedir. Dini Yüksek İhtisas Merkezleri Başkanlık personelinden ve dört yıllık ilahiyat veya İslâmi ilimler mezunu olanlar arasından, imtihanla bu kurslara kursiyer alımı yapmaktadır. Başkanlıkta özellikle yaygın din hizmetlerini yürütecek ve üst düzey görevlerde bulunacak donanımlı personel yetiştirme amacıyla seçilen kursiyerler, Bu hizmetçi eğitime tabi tutulduktan sonra, yine başkanlık bünyesinde özellikle müftü ve vaiz olarak istihdam edilmektedir. İhtisas merkezlerinde eğitim hazırlık ve ihtisas dönemi olarak ikiye ayrılır. İhtisas Merkezleri hazırlık eğitimi bölümünde 3 dönem 1080 saat süreyle Arapça dil eğitimi yapılmakta, ihtisas kısmında da 8 dönem 2880 saat süreyle; Kur'an-ı Kerim, hadis, tefsir, fıkıh, kelam, mezhepler tarihi, tasavvuf, İslam düşünce tarihi ve dinler tarihi alanlarında eğitim verilmekte, hazırlık ve ihtisas bölümü eğitimleriyle toplam da 33 ay süreyle 3960 saat ders işlenmektedir. Bu çalışmanın amacı, Diyanet işleri başkanlığı Dini Yüksek İhtisas kurslarının önemine ve program içeriğine dikkat çekmek, geçmiş ve günümüz bağlantılı program değerlendirmesi ve analizleri yapmak, var olan sorunları imkanlar ölçüsünde tespit edebilmek ve tespit edilen sorunlara kurumsal kapasiteyi geliştirme noktasında çözüm önerileri getirebilmektir. Araştırmamız üç bölümden oluşmaktadır. Araştırmamızın birinci bölümünde Diyanet İşleri Başkanlığı İhtisas Kurslarının amaç ve önemine değinilmiştir. İkinci bölümde ise Dini Yüksek İhtisas mezunlarının kurs ile ilgili düşünce ve değerlendirmelerine yer verilmiştir. Çalışmada uygulanan alan araştırmasına, 10 Dini Yüksek İhtisas Merkezinden her birinden mezun olan en az beş kursiyer olmak üzere 54 kişi katılmıştır. Anket metinleri, çeşitli başlıklar oluşturularak değerlendirilip tablolaştırılmıştır. Yapmış olduğumuz çalışma neticesinde öncelikle, Dini Yüksek İhtisas merkezlerinin önemi, tarihi ve kurslara duyulan ihtiyaca dikkat çekilmiş ve ihtisas kurslarının son derece gerekli olduğu mülahaza edilmiştir. Kurslarda kaliteli ve yoğun bir eğitim verildiği anlaşılmış, hedeflenen kazanımların kursiyerlerde karşılığı saptanmış, bununla beraber kursların daha verimli hale getirilmesi için neler yapılması gerektiği de araştırılmıştır. Bu çerçevede, program içeriği ile alakalı birtakım sorunlar tespit edilmiştir. Araştırmamızın son bölümünde ise sorunların çözümüne yönelik öneriler ve yorumlarımız anket metinleri doğrultusunda sonuç ve öneriler bölümünde verilmiştir. Bu çalışmamızın Diyanet İşleri Başkanlığı İhtisas Eğitimlerinin Geliştirilmesi noktasında son derece faydalı olacağını ve kurslarla ilgili yapılacak güncellemelere katkı sağlayacağını düşünmekteyiz.

Our study, titled“ An evaluation on the specialization trainings of the Presidency of Religious Affairs”focuses on the establishment adventure of the specialization trainings, the content and evaluation of the program and its importance., includes a survey study on a selected group of graduates from Religious High Specialization Centers in the provinces of Trabzon, Konya, Rize, İzmir, Kocaeli, Ankara, İstanbul, Kayseri Diyarbakır, Erzurum and who are subject to the 2018 program. Among the personnel of the Presidency of Religious High Specialization Centers and those who have graduated from four years of theology or Islamic sciences, trainees are recruited to these courses by examination. The trainees selected in the Presidency with the aim of training well-equipped personnel who will carry out widespread religious services and hold high-level positions are employed as mufti and preacher, again within the Presidency, after they undergo this in-service training. Training in specialization centers is divided into two as preparation and specialization period. Arabic language training is given for 3 terms and 1080 hours in the preparatory education department of the Specialization Centers. In the specialization part, 8 semesters, 2880 hours; Education is given in the fields of the Qur'an, hadith, tafsir, fiqh, kalam, history of sects, mysticism, history of Islamic thought and history of religions. With the preparatory and specialization department trainings, 3960 hours of classes are held for a total of 33 months. The aim of this study is to draw attention to the importance and program content of the Religious Affairs Directorate of Higher Specialization courses, to evaluate and analyze the past and present related programs, It is to identify all existing structural and functional problems within the limits of possibilities and to offer solutions to these identified problems, if any, at the point of improving institutional capacity. Our research consists of three parts. In the first part of our research, the purpose and importance of the Specialization Courses of the Presidency of Religious Affairs were mentioned. In the second part, the opinions and evaluations of the Religious High Specialization graduates about the course are given. A total of 54 people, including at least five trainees, who graduated from each of the 10 Religious High Specialization Centers and were subject to the 2018 program, participated in the field research applied in the study. The survey texts were evaluated and tabulated separately for each title. As a result of the work we have done, first of all, the importance of the Religious High Specialization Centers, their history and the need for courses have been discussed and it has been considered that these courses are extremely necessary. It was understood that quality and intensive education was given in the courses, the targeted gains were determined in the trainees, and what should be done to make the courses more efficient was also investigated. In this context, some problems related to the content of the program have been identified. In the last part of our research, suggestions and comments for the solution of the problems are given in the conclusion and suggestions section in line with the survey texts. We think that this study will be extremely useful in the development of the Specialization Trainings of the Presidency of Religious Affairs and will contribute to the updates to be made about the courses.
