Özet
Savunma sanayii; barındırdığı dinamikler nedeniyle diğer sanayi sektörlerinden önemli ölçüde farklılık gösteren, ülkelerin güvenliği ve bekası ile doğrudan ilişkili, devlet bütçelerinden önemli kaynak ayrılan, üst düzey teknoloji içeren bir sektör olarak karşımıza çıkmaktadır. Her ülkeye göre değişkenlik arz eden savunma sektörü tedarik zinciri; ülkelerin savunmaya yönelik stratejileri doğrultusunda uygulamaya geçirilmesini, her ülkenin kendine özgü yapısı ile harmanlanıp yönetilmesini ve değerlendirilmesini gerektirmektedir. Sektörde tedarik zincirinin işletilmesinde ortaya çıkacak problemler ülkelere sadece maliyet artışı olarak yansımamakta, ülkenin güvenliğine yönelik önemli zafiyetlere de sebebiyet verebilmektedir. Sektörün bu özelliklerinden yola çıkılarak, tedarik zinciri yapısının kurgulanması ve yönetilmesi diğer sektörlere oranla farklı olarak ele alınmasını gerektirmektedir. Bu nedenle, savunma tedarik ve lojistik sisteminin, kesintisiz ve maliyet etkin olarak yönetebilmesi için savunma tedarik ve lojistik sisteminin yönetilmesinden ve yönlendirilmesinden sorumlu olan kurum ve kuruluşların organizasyonel yapılanmalarının bu doğrultuda oluşturulması gerekmektedir. Türkiye'de savunma tedarik ve lojistik sisteminin problem sahaları ve iyileştirilmeye açık alanları bulunmaktadır. Bu alanlardan en önemlisi savunma tedarik ve lojistik sisteminde görev alan ve tedarik zincirini yöneten organizasyonların yapılanmasıdır. Türkiye'de savunma tedarik ve lojistik faaliyetlerin farklı organizasyonlar altında yürütülmesi; duplikasyonlara, tekrarlayan maliyetlere ve kurumlar arası görev çakışmalarına neden olmaktadır. Bu nedenle, tedarik ve lojistik sistemin tüm fonksiyonlarının birbirini tamamlayacak ve sinerji yaratacak şekilde planlanması, senkronize bir şekilde çalışmasının sağlanması ve ömür devri yönetiminin etkin bir çerçevede yürütülmesi için savunma tedarik ve lojistik sisteminde yer alan kurum ve kuruluşlarının yeniden yapılandırılmasına ihtiyaç olduğu değerlendirilmektedir. Bu nedenle bu çalışmada, belirlenen dünya ülkelerinde ve Türkiye'de savunma tedarik ve lojistik sistemde görev alan kamu kurum ve kuruluşları incelenmiş ve Türkiye için savunma tedarik ve lojistik sistemini yürütmesi öngörülen yeni bir organizasyon modeli önerilmiştir.

Defence Industry sector; due to the dynamics it contains, differs significantly from other industrial sectors, is directly related to the security and survival of the countries, is allocated significant resources from state budgets, and includes high-level technology. The defence industry supply chain, which varies according to each country; entails to be executed, managed and evaluated in accordance with the countries' own unique structure. The problems that will arise in the operation of the supply chain in the sector are not only reflected in the cost increase, but also cause important weaknesses in the security of the countries. Based on these characteristics of the sector, the design and management of the supply chain structure, entails to be handled in a different way compared to other sectors. For this reason, in order to manage the defence supply and logistics system uninterruptedly and cost-effectively, the organizational structures of the institutions and organizations responsible for the management and direction of the defence supply and logistics system should be established in line with this direction. There are various problem areas and issues that need to be improved in Türkiye's defence procurement and logistics system. The most important of these areas is the restructuring of the organizations that take part in the defence supply and logistics system and manage the supply chain. Management of defence procurement and logistics activities under different organizations in Türkiye; causes duplications, recurring costs, and overlap of inter-agency task. As a result; it is evaluated that there is a need for restructuring of institutions and organizations in the defence procurement and logistics system in order to ensure that all functions of the supply and logistics system are planned and synchronized in a way that complements each other and creates synergy, and that the life cycle management is carried out in an effective framework. For this reason, in this study, public institutions and organizations that take part in the defense supply and logistics systems in spesific countries and in Türkiye are examined and a new organizational model is proposed for Türkiye.
