SUMMARY Turkey fook a of action to extend maritime business after they reached the sea. They used to name“Karaman Denizi - Karaman Sea”which goes along from east the mediterranean to Malta Island besides they also used to have the land all around Black sea. The navy was used to support the army during the conguering time of the Empire. Turkish navy was very strong in the Mediterranean, Black sea, Red sea, Islands sea They were also strong in the Indian Sea. In this period of time; some big admirals such as Piri Reis, Şeydi M Reis were brought up and these admirals went beyond their time. When the steam Introduced in to the mechanical system, the Turkish navy and army were not able to use and follow up the new developments. At the end of first war, Turkish Maritime Fleet has lost his power on Navy and commercial field. After Turkish Republic was established, they made the most affective improvment by passing in to a good organization period. Later on, they also started doing some investment on building new ships and tanker on the other hand, Importation of the ships was regulated based on someserious rules. Between 1984-1991 Turkish Maritime Commercial Fleet expended the capasity. But, this was done by buying the ships that was expired their economical age, from the other developed countries. Nevertheless in the long run buying these ships will not help Turkish economy. The International character of maritime sector was forced to be global in some certain fields. In this case, STCW 78/95, Maphol 1974 Conventions and ISM Code arrangements put pressure on the Turkish Maritime Sector to get its own character. While International Maritime Sector continuing to complate its character, The Turkish Maritime Fleet stay very passive in terms of competing with International market the big changes in the International Maritime Transportation mostly come from political matters. Passengers transportation in the Costal area ( Cabotage ) lost its importance except the one is being done by the goverment. The ports are very much experienced with the same cargos regularly ( Example; Coal mine loading in Zonguldak) Istanbul, Izmir, Mersin, iskenderun and izmit ports are the most important International ones in Turkey. These are the problems need to be solved urgently to have better conditions and future in the Maritime Sector in Turkey. First of all the ports must be well organized and the eguipments should be updated and modem. To increase the credit opportunity and opening in to international market. The other important issve is the find solution for safetier environment for working and cargo. The education system must fit I.M.0 standardization. Good educated office employee and productive relation ship between goverment - University. Turkey which is a peninsula must increase its market share from 0.89 to %5 in the world. Maritime Transportation market. The ship building capasity also must be increased from 170.000 DWT to 1 minion DWT. Since % 85 of the world transportation is being made by the Maritime Transportation, We should get more benifit and this sector must give us more opportunity. XV
