Özet
Bu çalışma, göç politikalarının uygulanmasında yerel yönetimlerin rolünü incelemeyi ve Kilis Belediyesi örneği üzerinden bu rolün nasıl işlediğini analiz etmeyi amaçlamaktadır. Son yıllarda, özellikle Suriye iç savaşının etkisiyle Türkiye'ye yönelen göç hareketleri, yerel yönetimlerin bu süreçteki sorumluluklarını ve uygulamaları nasıl şekillendirdiğini önemli ölçüde değiştirmiştir. Göçmen kabulü ve entegrasyonu konusunda devlet politikalarının yanı sıra yerel yönetimlerin de kritik bir rol üstlendiği bu süreçte, Kilis Belediyesi örneği, yerel yönetimlerin göçmenlerin yaşam koşullarını iyileştirmek ve entegrasyon süreçlerini kolaylaştırmak adına geliştirdiği stratejileri incelemek açısından önemli bir örnek teşkil etmektedir. Çalışmada, Kilis Belediyesi'nin, göçmenlerin barınma, sağlık, eğitim ve sosyal hizmetlere erişimini sağlama konusunda nasıl adımlar attığı, bu süreçte yerel yönetim ile merkezi hükümetin iş birliği ve koordinasyonunun nasıl şekillendiği ele alınmaktadır. Ayrıca, belediyenin göçmenlerin yerel toplumla uyumunu artırmaya yönelik yaptığı çalışmalar, kültürel entegrasyon projeleri ve yerel halk ile göçmenler arasında sosyal uyumun sağlanmasına yönelik stratejiler de analiz edilmektedir. Göçmenler ile ilgili sorunların çözülmesinde yerel yönetimlerin önemli bir aktör olduğu ve bu bağlamda Kilis Belediyesi'nin uyguladığı yöntemlerin, diğer belediyelere de örnek olabileceği vurgulanmaktadır. Son olarak, göçmenlere yönelik yerel düzeydeki uygulamaların, ulusal göç politikalarıyla uyumlu hale getirilmesi gerektiği, bu süreçte yerel yönetimlerin daha fazla yetkilendirilmesi gerektiği ve gelecekteki göç dalgalarına karşı hazırlıklı olunması için stratejik planlamaların önemine değinilmektedir.

This study aims to examine the role of local governments in the implementation of migration policies and to analyze how this role works through the example of Kilis Municipality. In recent years, migration movements towards Turkey, especially due to the impact of the Syrian civil war, have significantly changed the responsibilities of local governments in this process and how they shape their practices. In this process, where local governments, as well as state policies, play a critical role in the acceptance and integration of immigrants, the example of Kilis Municipality constitutes an important example in terms of examining the strategies developed by local governments to improve the living conditions of immigrants and facilitate their integration processes. The study examines the steps taken by Kilis Municipality to ensure immigrants' access to housing, health, education and social services, and how the cooperation and coordination between the local government and the central government are shaped in this process. In addition, the municipality's efforts to increase the integration of immigrants with the local community, cultural integration projects and strategies to ensure social harmony between local people and immigrants are also analyzed. It is emphasized that local governments are important actors in solving problems related to immigrants and that the methods implemented by Kilis Municipality can be an example for other municipalities. Finally, it is emphasized that local practices towards immigrants should be aligned with national immigration policies, that local governments should be given more authority in this process and that strategic planning is important to be prepared for future waves of immigration.
