Özet
Bu tez çalışması ile mevcut problemlerin çözümüne destek olabilecek sistemlerin kurulması ve politikaların geliştirilmesi için politikacılara yol gösterme hedeflenmektedir. Tez kapsamında sürdürülebilir sanayileşme ve sürdürülebilir enerji politikalarının ekonomik kalkınmaya etkisi incelenmiştir. 2004-2021 yılları arasında Türkiye ve Avrupa Birliği üyesi ülkeler çalışma kapsamında analiz edilmiştir. Bu amaçla ilk olarak sürdürülebilir sanayileşme ve sürdürülebilir enerji için endeksler oluşturulmuştur. Endeks kapsamında seçilen veriler kaynak verimliliği, araştırma geliştirme oranı, iklimle ilgili ekonomik kayıplar, sanayi sektörü istihdam oranı, sanayi kaynaklı karbondioksit emisyonları, enerji ithalatı, fosil enerji tüketimi, yenilenebilir enerji tüketimi, temiz yakıt ve pişirme teknolojilerine erişim, elektrik erişim oranı, enerji sektörü kaynaklı karbondioksit emisyonlarıdır. Kalkınma göstergesi olarak da Birleşmiş Milletler tarafında Sürdürülebilir Kalkınma Amaçları kapsamında ilan edilen“Sağlıklı ve Kaliteli Yaşam”göstergesi kullanılmıştır Veriler Avrupa İstatistik Ofisi ve Dünya Bankası'ndan temin edilmiştir. Çalışmanın sonraki aşamasında ise oluşturulan sürdürülebilir sanayi endeksi, sürdürülebilir enerji endeksi ve kalkınma arasındaki ilişki test edilmiştir. İlişkinin uzun ve kısa dönemli tespiti için Panel ARDL yöntemi kullanılmıştır. PMG tahmincisiyle iki model oluşturulup ilişkiler değerlendirilmiştir.

This thesis aims to guide politicians in establishing systems that can support the solution of current problems and developing policies. The thesis examines the impact of sustainable industrialization and sustainable energy policies on economic development. Turkey and European Union member countries were analyzed within the scope of the study between 2004-2021. For this purpose, firstly, indices were created for sustainable industrialization and sustainable energy. The data selected within the scope of the inde are resource efficiency, research and development rate, climate-related economic losses, industrial sector employment rate, industrial carbon dioxide emissions, energy import, fossil energy consumption, renewable energy consumption, access to clean fuel and cooking technologies, electricity access rate, carbon dioxide emissions from the energy sector. The“Healthy and Quality Life”indicator declared by the United Nations within the scope of Sustainable Development Goals was used as the development indicator. Data were obtained from the European Statistical Office and the World Bank. In the next stage of the study, the relationship between the created sustainable industry index, sustainable energy index and development was tested. The Panel ARDL method was used to determine the relationship in the long and short term. Two models were created with the PMG estimator and the relationships were evaluated.
