Özet
Devlet Destekli Terörizm özellikle Soğuk Savaş dönemindeki bloklar arası mücadelede, karşı bloğun zayıflatılması veya yıkılması amacıyla yakın görülen terör örgütlerinin desteklenmesiyle öne çıkan bir kavram olmuştur. Devlet destekli terörizm Sovyetler Birliğinin çöküşüyle ivmesini kaybetmiş olsa da hala günümüzde örnekleri görülmektedir. ABD'nin Suriye'de terör örgütü DEAŞ'a karşı mücadele gerekçesiyle PKK terör örgütünün Suriye kolu PYD/YPG/SDG'ye verdiği destekler literatürde çoğunlukla vekâlet savaşı bağlamında ele alınmaktadır. Bu çalışma ise söz konusu destekleri devlet destekli terörizm çerçevesinde değerlendirmektedir. Araştırma nitel yöntemle vaka çalışması deseniyle yürütülmüş, veriler ABD hükümet belgeleri, uluslararası raporlar ve güvenilir medya kaynaklarından doküman analizi yoluyla elde edilmiştir. Çalışmada öncelikle terör örgütü PYD/YPG'nin PKK terör örgütünün Suriye kolu olduğu, terör örgütü SDG'nin ise ABD yönlendirmeleri ile PYD/YPG'ye yapılan yardımların meşrulaştırılması amacıyla kurulduğu ortaya konulmuştur. Daha sonra ABD tarafından örgüte yapılan yardımlar Byman'ın devlet destekli terörizm modeli doğrultusunda tasnif edilerek sistematik olarak incelenmiştir. Tasnifte ABD'nin terör örgütü PYD/YPG/SDG'ye (i) eğitim, operasyon ve istihbarat desteği, (ii) silah, para ve lojistik destek, (iii) diplomatik destek, (iv) organize etme desteği, (v) güvenli bölge oluşturma/sığınma desteği olmak üzere 5 aktif desteği de sağladığı tespit edilmiştir. Bu çalışmayla ABD'nin terör örgütü PYD/YPG/SDG'ye sağladığı desteklerin devlet destekli terörizmin modern bir örneğini oluşturabileceği ortaya konulmuştur. Çalışma, devlet destekli terörizmin sadece devletlere karşı değil, terör örgütlerine karşı da kullanılabileceğini göstererek literatüre özgün bir katkı sunmaktadır.

State-Sponsored Terrorism has become a prominent concept, especially during the Cold War era, through the support of terrorist organizations deemed close, with the aim of weakening or destroying the opposing bloc in the struggle between blocs. Although state-sponsored terrorism lost its momentum with the collapse of the Soviet Union, examples of it can still be seen today. The support given by the United States to the Syrian branch of the PKK terrorist organization, namely PYD/YPG/SDF, under the justification of fighting the terrorist organization ISIS in Syria, is mostly addressed in the literature within the context of proxy warfare. However, this study evaluates the mentioned support within the framework of state-sponsored terrorism. The research was conducted using a qualitative method with a case study design, and the data were obtained through document analysis from U.S. government documents, international reports, and reliable media sources. The study first revealed that the PYD/YPG terrorist organization is the Syrian branch of the PKK terrorist organization and that the SDG terrorist organization was established under the guidance of the U.S. to legitimize the aid provided to PYD/YPG. Then, the aid provided by the U.S. to the organization was systematically examined by classifying it in line with Byman's model of state-sponsored terrorism. In the classification, it was identified that the U.S. provided five types of active support to the PYD/YPG/SDF terrorist organization: (i) training, operational, and intelligence support, (ii) weapons, financial, and logistical support, (iii) diplomatic support, (iv) organizational support, and (v) safe zone creation/shelter support. Through this study, it was demonstrated that the support provided by the U.S. to the PYD/YPG/SDF terrorist organization could constitute a modern example of state-sponsored terrorism. The study offers a unique contribution to the literature by showing that state-sponsored terrorism can be used not only against states but also against terrorist organizations.
