The large-scale migration of educated youth from Pakistan has emerged as a critical challenge for national development, commonly framed as a problem of economic“brain drain.”While existing literature largely emphasizes economic push and pull factors such as unemployment and higher wages abroad, this study argues that governance failure plays a central and underexplored role in shaping migration decisions. This research examines how poor governance—manifested through nepotism, lack of meritocracy, political instability, and public sector inefficiency—influences the emigration of educated youth from Pakistan. Employing a mixed-methods approach, the study combines quantitative survey data collected from educated youth and final-year university students in Islamabad with qualitative semi-structured interviews conducted with migrants and returnees. Quantitative analysis will assess the relationship between perceptions of governance quality and migration intentions, while qualitative findings will provide deeper insights into lived experiences of institutional failure and labor market exclusion. The study aims to contribute empirically to the brain drain literature by integrating governance variables into migration analysis and shifting the debate beyond purely economic explanations. By identifying specific governance-related barriers faced by skilled youth, the research seeks to inform evidence-based policy reforms focused on improving public sector performance, enhancing merit-based recruitment, and restoring youth confidence in domestic institutions. Ultimately, the findings are expected to offer practical policy recommendations for retaining human capital and strengthening governance frameworks in Pakistan.
