Özet

Kentlerin genişlemesiyle kent çevresinde yer alan doğal ve kırsal alanlar bozulmuş; ormanlık alanlar ise ya tamamen ortadan kalkmış ya da kentsel mekân içinde ve çeperlerinde parçalı, işlevsiz yapılar hâline dönüşmüştür. Bu dönüşüm; su kaynakları üzerindeki baskının artması, hava kirliliği, kentsel ısı adası etkisi, sosyal izolasyon ve fiziksel hareketsizlik gibi çeşitli çevresel ve toplumsal sorunları beraberinde getirmiştir. Bu bağlamda, kentlilerin orman ekosistemlerini koruma ve doğayla yeniden temas kurma ihtiyacı gündeme gelmiş; böylece“kent ormancılığı”kavramı ortaya çıkmış ve“sürdürülebilir doğal alan yönetimi”literatüründe artan ölçüde önem kazanmaya başlamıştır. Kent ormancılığı; kent çevresi ormanları yalnızca üretim, kent içi yeşil alanları ise geleneksel rekreatif kullanım odaklı ele alan yaklaşımların ötesine geçerek, yerleşim alanlarının ekolojik, estetik, sosyal, kültürel ve rekreasyonel gereksinimlerine yanıt vermeyi amaçlayan çok işlevli ve disiplinlerarası bir planlama, tasarım ve yönetim yaklaşımıdır. Orman alanlarını kentsel yeşil altyapının bir bileşeni ve hatta omurgası olarak değerlendiren bu yaklaşım; ekosistem bütünlüğünün sağlanması, biyoçeşitliliğin korunması, toplum sağlığının desteklenmesi, doğayla uyumlu yaşam alanlarının oluşturulması ve iklimsel dirençliliğin artırılması gibi çok yönlü hedeflere sahiptir. Uluslararası ölçekte ekolojik, sosyal ve ekonomik faydaları bütüncül biçimde üreten bu yaklaşım, Türkiye'de ise uzun süre mevzuat, yönetişim ve uygulama düzeyindeki belirsizlikler nedeniyle çoğunlukla geleneksel“mesire yeri”anlayışına sıkışmış; en son çıkarılan“orman parkları”yönetmeliğiyle de sessiz sedasız orman mevzuatından tümüyle çıkarılmıştır. Bu çalışma, kent ormancılığının sürdürülebilir doğal alan yönetimindeki rolünü inceleyerek Hacıosman Atatürk Kent Ormanı (AKO) örneği üzerinden bu rolün ekolojik, yönetsel ve toplumsal boyutlarını değerlendirmekte ve bu değerlendirmeler doğrultusunda kentsel doğal alan yönetimine yönelik bütüncül çözüm önerileri geliştirmeyi amaçlamaktadır. Araştırma, belge ve mevzuat analizi ile alan gözlemlerine dayanan nitel bir yöntemsel çerçeveye sahiptir. AKO'nun ekosistem hizmetleri üretme kapasitesi, kentsel yeşil altyapıyla ilişkisi, yönetişim yapısı ve ziyaretçi dinamikleri çok katmanlı bir yaklaşımla analiz edilmiştir. Bu çerçevede, kent içi ve çevresindeki orman parçalarının ekosistem temelli bir planlama, tasarım ve yönetim anlayışıyla hem korunabileceği (hatta onarılabileceği) hem de rekreatif kullanımlara uygun biçimde değerlendirilebileceği AKO örneği üzerinden tartışılmaktadır. Bulgular, AKO modelinin, kent çeperinde kalmış orman parçalarının ve büyük ölçekli yeşil alanların, uluslararası kent ormancılığı uygulamalarında görülen hukuksal netlik, kurumsal süreklilik ve yönetsel istikrara tam anlamıyla sahip olmamasına rağmen, çok yönlü ekolojik ve toplumsal işlevler üretebildiğini ve bu alanların etkin biçimde“kent ormanı”olarak yönetilebildiğini ortaya koymaktadır. Beş yıllık Atatürk Kent Ormanı (AKO) deneyimi, alanda belirlenen ekolojik koruma hedefleri ile düşük yoğunluklu rekreasyonel kullanım hedeflerinin birlikte gerçekleştirilebildiğini göstermiş; bu yönüyle AKO, Türkiye bağlamında kent ormancılığının uygulanabilirliğini somut olarak ortaya koyan bir model alan niteliği kazanmıştır. Bu temel başarıya dayalı olarak AKO'nun, yalnızca kendi sınırları içinde sağladığı ekolojik ve sosyal katkılarla değil, aynı zamanda makro ölçekte kentin yaşam destek sistemlerinin korunmasına yönelik geliştirilebilecek bir yeşil altyapı bariyerinin çekirdek bir modeli olarak da işlev gördüğü belirlenmiştir. Bu bağlamda AKO'nun iki kritik işlevi yerine getirdiği saptanmıştır: 1. Kentsel genişlemeye karşı fiziksel ve bütünlüklü bir bariyer oluşturarak orman ekosistemlerinin sürekliliğini desteklemek, 2. Belgrad Ormanı gibi çekirdek orman alanları üzerindeki rekreasyon baskısını soğuran yarı-yaban bir karşılama alanı işlevi üstlenerek, koruma baskısının dengeli biçimde dağıtılmasına katkı sağlamak. Ayrıca AKO örneği, ekolojik koridor üzerinde yer alan alanlarda fiziksel süreklilik kesintiye uğramış olsa dahi, ekosistem temelli bir kent ormancılığı yaklaşımıyla işlevsel ekolojik sürekliliğin sağlanabileceğini de ortaya koymaktadır. Bu bütüncül işlevler, omurgasını kent ormanlarının oluşturduğu bir kent ölçeği yeşil altyapı ağının hem ekolojik hem de toplumsal açıdan sürdürülebilir bir model olabileceğine işaret etmektedir. Sonuç olarak çalışma, AKO'nun ekosistem temelli kent ormancılığı yaklaşımının Türkiye bağlamında uygulanabilirliğini ortaya koyan güçlü bir örnek oluşturduğunu göstermektedir. AKO modeli, kent çeperinde yer alan orman alanlarının uygun planlama, tasarım ve yönetim yaklaşımlarıyla hem ekolojik sürekliliğin korunmasına hem de rekreasyon baskısının dengelenmesine katkı sağlayabileceğini ortaya koymaktadır. Marmara ve Batı Karadeniz bölgesi için yaşamsal öneme sahip Kuzey Ormanları üzerindeki baskılar göz önünde bulundurulduğunda, bu çalışmada geliştirilen kent ormancılığı yaklaşımı, yerel ölçekteki müdahalelerin kentsel ölçekte belirleyici sonuçlar üretebilecek stratejik bir planlama aracı olabileceğine işaret etmektedir.

With the expansion of cities, natural and rural areas surrounding cities have been degraded; forested areas have either disappeared completely or have been transformed into fragmented, dysfunctional structures within and on the outskirts of urban spaces. This transformation has brought with it various environmental and social problems, such as increased pressure on water resources, air pollution, the urban heat island effect, social isolation and physical inactivity. In this context, the need for city dwellers to protect forest ecosystems and reconnect with nature has come to the fore, giving rise to the concept of“urban forestry”and increasing its importance in the literature on“sustainable natural area management”. Urban forestry is a multifunctional and interdisciplinary approach to planning, design, and management that goes beyond approaches that treat peri-urban forests solely as production areas and urban green spaces solely as traditional recreational areas. It aims to respond to the ecological, aesthetic, social, cultural, and recreational needs of settlement areas. This approach, which considers forest areas as a component and even the backbone of urban green infrastructure, has multifaceted objectives such as ensuring ecosystem integrity, conserving biodiversity, supporting public health, creating nature-friendly living spaces, and enhancing climate resilience. This approach, which produces ecological, social and economic benefits in a holistic manner on an international scale, has largely been confined to the traditional concept of 'recreation areas' in Türkiye due to long-standing uncertainties at the legislative, governance and implementation levels; it has also been quietly removed from forest legislation altogether with the most recent 'forest parks' regulation. This study examines the role of urban forestry in sustainable natural area management. Using the example of Hacıosman Atatürk City Forest (AKO), it evaluates the ecological, administrative and social dimensions of this role and aims to develop holistic solutions for urban natural area management based on these evaluations. The research employs a qualitative methodological framework based on document and regulatory analysis, field observations, and stakeholder interviews. AKO's capacity to produce ecosystem services, its relationship with urban green infrastructure, governance structure, and visitor dynamics have been analysed using a multi-layered approach. Within this framework, the AKO example is used to discuss how forest fragments within and around the city can be both protected (and even restored) and appropriately utilised for recreational purposes through an ecosystem-based planning, design, and management approach. Within this methodological framework, the thesis is structured into seven main chapters. The first section outlines the purpose, scope and methodological framework of the research; it explains why urban forestry has become a critical approach in the context of sustainable natural area management. This section notes that the study is designed as a case study based on a qualitative research approach, with document and legislation analysis and systematic field observations forming the primary data sources. It also explains why Hacıosman Atatürk Urban Forest (AKO) was selected as a strategic case study area where the urban forestry approach can be concretely observed in the field. The second chapter addresses the concept of sustainable natural area management within a theoretical framework. In this context, fundamental concepts such as the ecosystem-based management approach, ecosystem services, biodiversity, habitat continuity, and adaptation to climate change are discussed. Through international agreements, policy documents, and academic literature, it is emphasised that natural areas should be considered not only as assets to be protected but also as dynamic systems that reconnect humans and nature. This theoretical framework forms the analytical basis of the study. The third chapter examines the concept of urban forestry through its definition, scope, and historical development. It discusses how the concepts of city and forest have historically diverged and how they intersect again today; urban forestry is evaluated as a holistic approach to the planning and management of natural areas in urban ecosystems. This section also addresses the ecological, social, and managerial dimensions of urban forestry within the context of Turkish legislation, institutional structures, and implementation practices, offering a comparative assessment with international approaches to urban forestry. The fourth chapter focuses on the relationship between urban forests and urban design. This section discusses the role of urban forests within green infrastructure systems, ecological networks, and public space design, revealing how urban design creates an interface for ecosystem-based approaches. The urban-forest interface, buffer zone strategies, and multi-scale spatial planning approaches form the main discussion axes of this section. The fifth chapter examines the Hacıosman Atatürk Urban Forest case study in detail. The geographical location, natural structure, flora and fauna characteristics, ecological sensitivities, and relationship with the Northern Forests are evaluated; the ecological and spatial functions undertaken by the AKO at the urban-forest interface are analysed. This chapter also addresses the transformation process of the area, planning decisions, and usage scenarios. The sixth chapter focuses on the natural area management model implemented in the Atatürk City Forest. Within this scope, ecosystem-based planning, design, and management approaches, low-density recreation strategies, user guidance mechanisms, and ecological monitoring practices are evaluated. The findings reveal that despite high user pressure, AKO has been able to largely preserve its ecological integrity and produce multifaceted ecosystem services. This section highlights AKO's potential to serve as a model in terms of the urban forestry approach. The seventh and final section discusses the findings of the study in a comprehensive manner and evaluates the results. Based on the AKO experience, it is demonstrated that urban forestry offers a feasible sustainable natural area management approach in the Turkish context. It is emphasised that urban forestry is an approach and urban forests are the tools for implementing this approach in the urban space; the importance of establishing a green infrastructure network at the city scale in terms of ecological resilience, public health and quality of life is discussed. The study concludes that, particularly for the protection of large-scale life support systems such as the Northern Forests, forest areas on the urban periphery must be planned and managed in accordance with ecosystem-based urban forestry principles. The findings reveal that the AKO model, despite not fully possessing the legal clarity, institutional continuity, and administrative stability seen in international urban forestry practices, can still generate multifaceted ecological and social functions and that these areas can be effectively managed as 'urban forests.' The five-year experience of the Atatürk City Forest (AKO) has demonstrated that the ecological conservation objectives and low-intensity recreational use objectives identified for the area can be achieved simultaneously; in this respect, AKO has become a model area that concretely demonstrates the applicability of urban forestry in the Turkish context. Based on this fundamental success, it has been determined that AKO functions not only as a core model for a green infrastructure barrier that can be developed to protect the city's life support systems at a macro scale, but also through the ecological and social contributions it provides within its own boundaries. In this context, it has been established that AKO fulfils two critical functions: 1. Supporting the continuity of forest ecosystems by creating a physical and cohesive barrier against urban sprawl, 2. Contributing to the balanced distribution of conservation pressure by acting as a semi-wild buffer zone that absorbs recreational pressure on core forest areas such as Belgrade Forest. Furthermore, the AKO example demonstrates that even if physical continuity is interrupted in areas located on ecological corridors, functional ecological continuity can be achieved through an ecosystem-based urban forestry approach. These holistic functions indicate that a city-scale green infrastructure network, with urban forests forming its backbone, can be a sustainable model from both an ecological and social perspective. In conclusion, the study demonstrates that AKO's ecosystem-based urban forestry approach constitutes a strong example of its applicability within the Turkish context. The AKO model shows that forest areas located on the urban periphery can contribute to both the preservation of ecological continuity and the balancing of recreational pressures through appropriate planning, design, and management approaches. Considering the pressures on the North Forests, which are of vital importance for the Marmara and Western Black Sea regions, the urban forestry approach developed in this study indicates that local-scale interventions can be a strategic planning tool capable of producing decisive results at the urban scale.
