Özet
ÖZET Çevre eğitimi, çevre bilinci ve çevre duyarlılığı kavramlarının birbirlerine bağlı olduğu, çevre eğitimi ile başlayacak bir süreç içerisinde çevre bilincinin yerleşebileceği ve bu bilinç ile de çevre duyarlılığının artacağı görüşünden hareketle tez çalışması çevre bilinci, duyarlılığı ve eğitimi kavramları üzerine oturtulmuştur. Konu beş bölüm halinde incelenmiştir. Birinci bölüm kavramsal çerçeve üzerinedir; Bölümde çevre, ekoloji, ekosistem, çevre sorunları ve nedenleri, çevre hakkı, çevre bilinci, çevre duyarlılığı, kamuoyu ve katılım kavramları işlenmiştir. İkinci bölüm dünyada ve Türkiye'de çevre sorunlarına duyarlılık üzerinedir. Bölümde Stockholm, Rio ve Habitat toplantıları ile Brundtland raporu gibi uluslararası faaliyetler ile, ABD, Almanya, İngiltere ve Fransa'daki çevre duyarlılığı örnekleri, Türkiye'de Gökova, Dalyan, Güven Park gibi çevre olayları değerlendirilmiştir. Üçüncü bölümde Türkiye'de yönetsel düzeyde çevre duyarlılığının gelişimi, devletin çevre politikaları ve yasal çerçeve ile merkezi ve yerel düzeydeki çevre örgütlenmesi açıklanmıştır. Dördüncü bölüm çevre-eğitim ilişkisi üzerinedir. Bölümde, eğitim, örgün eğitim, yaygın eğitim kavranılan tanımlanmış, milli eğitim sistemi içerisinde çevre eğitiminin ele alınış düzeyi ve olması gereken yapı tartışılmış, çevre eğitiminin örgün eğitim, yaygın eğitim ve yüksek öğretimde gerekliliği ile diğer resmi kurumların ve gönüllü kuruluşların çevre eğitim faaliyetleri incelenmiştir. Beşinci bölüm çevre eğitimi konusunda bir alan araştırması ve sonuçlarının değerlendirilmesi üzerine hazırlanmıştır. Bu bölümde, Ankara'nın Yenimahalle İlçesindeki bazı ilköğretim ve ortaöğretim okullarında öğrencilerle yapılan anket uygulamasının tanıtımı ve elde edilen bulgular işlenmiştir. Çevre duyarlılığının artırılmasında çevre eğitiminin önemi ve rolü öğrencilerin cevapları açısından değerlendirilmiştir. III

ABSTRACT This dissertation is based on the concepts of environmental conciousness, sensitiveness and education due to the hyypothesis that all these three are interconnected and the environmental conciousness and sensitiveness can be developed through aducation. The first chapter is about the conceptual framework explaining the concepts such as environment, ecology, ecosystem, environmental problems and their causes, the right to the environment, environmental conciousness and sensitiveness, common sense and participation. The second chapter focuses upon the sensitiveness about the environmental problems in Türkiye as well as in the world. In this context, the chapter first of all refers to internationals activities such as the meetings of Stockholm, Rio and Habitat and the Brundtland report. Secondly, it evaluates the environment sensitiveness in the USA, Germany, Italy, the UK and France in general and in particular the cases of Gökova, Dalyan and Güven Park in Türkiye. The third chapter explains the devolopment of environmental sensitiveness in Türkiye at the administrative level the environmental policies of the state and, the environmental organization at the both local and national levels in terms of legal order. The fourth chapter is based upon the relationship between environment and education. It defines the concepts of education, schooling and training, argues both the contemporary level of environmental education in the national education system and that at what level it should be and, analyzes the necessities of environmental education, and the activities of of formal and voluntary organizations in relation to the environmental education. The fifth chapter is structured for providing a case study and the evaluation of its results. This chapter evalutes the application of a questionnaire to the students of some primary and secondary schools in the town of Yenimahalle in Ankara. The importance and role of education in improving environmental sensitiveness is assessed with regard to the responses of students to the questionnaire. IV
