Özet
245 process on productivity changes and technological improvements in Turkish manufacturing industry is analyzed in a separate section. In this direction, first the changes in technology and total factor productivity (TFP) has computed for the manufacturing industry sub-sectors using the Malmquist Total Factor Productivity Index, and then the relationship between those changes and the globalization is examined using the Granger Causality Test. According to the results from the analysis on total factor productivity and technological change, total factor productivity has increased in almost all manufacturing industry sub-sectors during the analysis period 1980-2001. The highest increase is in sub-sectors such as Tobacco Manufactures, Manufacture of Wearing Apparel, Manufacture of Footwear, Manufacture of Machinery, and Manufacture of Electrical Machinery and Apparatus. Technological improvement is noted as the source of productivity increase in the sectors. Technological improvement is observed in all sub-sectors; however the highest technological improvement is in sub-sectors such as Tobacco Manufactures, Manufacture of Wearing Apparel, Manufacture of Footwear, Manufacture of Fabricated Metal Products, Manufacture of Machinery, Manufacture of Electrical Machinery and Apparatus, and Manufacture of Transport Equipment. Granger Causality Test results between the globalization and technological change show that the globalization, in terms of foreign trade liberalization, has positive effects on productivity and technological improvement in manufacturing industry. According to the causality test results between the increase in exporting and increase in total factor productivity and technology, exporting has an encouraging effect in sub- sectors, which have big shares in Turkey's total export, such as Manufacture of Wearing Apparel, Manufacture of Professional and Scientific Equipment, and Manufacture of Transport Equipment. But, the important issue here is a two-way causality relationship, which is not observed in any sector. Almost all causality tests show a one-way relationship. During the analysis period (i.e.246 1980-2001), no sector shows evidence of causality from the productivity increase to the increase in exporting. However, having such a causality relation is important for Turkey to reach a sustainable competitiveness. On the other hand, the“technological improvement Granger cause increase in importing”result, observed in many sectors, from the causality tests between importing and technological improvement, indicates that Turkey has not yet completed the transition from being a technology importer to being a technology producer. Although the technological improvement, evident in many sectors, is a positive situation, a technological improvement which directly depends on importing, requires sustainability in importing. During the analysis period (i.e. 1980-2001), no sector has shown evidence of causality relationship among direct investments, productivity and the technological improvement.
