Özet

SUMMARY Turkey, accelerating the process of transmission from joint-ecconomy to the free market economy and recognizing the values of the information society, felt the need of reconstruction oriented by the trends in the educational area seen in the well developed country. Application of course passing and credits is a result of the studies arising from this need. The application of course passing and cradits is the measuring - evaluation sub-system of secondary educational system, and the principles of this application require that important modifications are made in the other sub-systems. This application, which was started in 1991 - 1992 educational period, was spread over the 98 % of the institutions of secondary education within such a short period of time as three years, without the necessary sub-structure had been prepared and the concerning personnel had been yet enough thaught the principles. Today it has become nearly impossible that the so called application is withdrawn. The decisions concerning the application of course passing and credits taken by The Ministry of National Education are observed not to be completely application. The student-oriented education concept has not come true. The transfers havebeen prevented by the instructions opposite of the principles of the application. It is observed that it becomes more difficult to make the principles of the application of course passing and credits accepted, as the necessary improvements have not been made 170in the other sub-systems of secondary education. The application of course passing and credits also makes it necessary to realize important modifications in the roles of the elements effecting the school administration. Moreover, the functions of the school, which used to be seen as an information transferring institution previously anda which considered this as its most important function so far, need to be re-defined according to the education concept of today. The changes in the elements effecting the school administration, predicted by the so called application, transformes the school administration to an area seeking expertise and makes it necessary that the contemporary approaches are adopted in the administration. Depending upon this, it is found necessary that the school administration is reconstructed with the overall quality management approach. The application of course passing and credits is a couregous step directed to provide that our pouth are educated as persons who are self confident, aware of personal responsibility, able to chose the best shoice among so many ones provided to them, accept the results of the decisions they have taken, who are aware of their own skills, and who have adopted democrasy as a life style. On the other hand, in order that this application becomes an achievement, the necessary modifications should be rapidly realized in the other parts of the educational system and it should be seriously taken that the principles of the application of course passing and credits are developed as they are adopted by the concerning personnel,“contribution”being the basis. 171
