Quality management has developed as a managerial paradigm that provides a ground on which different models can be built. Literature on the topic mainly refers to scholars like Walter Shewhart and W. Edwards Deming with a particular emphasis on the latter who developed a management philosophy. However, due to the enigmatic nature of the concept of quality, the models developed vary greatly. Amongst varying approaches, ISO 9000 series falls into the category of quality assurance due to its prescriptive character. The process is carried out in a limited time span and depends on motivation of people involved. ISO 9000 series limits the playground to the processes in such a way that the task becomes reduction of non-conforming aspects, and hence, to problem solving. However, different types of organisations around the world, including educational organisations, have adopted ISO 9000 series. This research investigates challenges and barriers in the implementation of the model in the context of Turkish educational institutions. The tension between the requirements of ISO 9001 and the Turkish education system is discussed in Results. The data collected with both survey and interviews have provided material for an interpretive discussion. The findings reveal that leadership, the mutually beneficial supplier relations are the most significant factors in achieving ISO 9001. Further studies should focus on comparing the institutions with ISO 9001 experience to those with other total quality management models. Such comparison would help identify and/or develop more effective quality management for educational organisations.
