Özet
Bu çalışmanın temel amacı, YG21 hedefleri üzerinden Çorum'da valilik, il özel idaresi ve belediyenin birbirleri arasındaki bilgi alışverişini ve yetki paylaşımını incelemek; bu alışveriş ve paylaşımların boyutlarını tespit etmek ve yerel siyasete katkısını yorumlamaktır. Araştırmanın metodolojisi nitel yöntem, durum çalışması deseninde tümevarımla değerlendirilen veriler ışığında yarı yapılandırılmış görüşme ve söylem analizinin kesiştirilmesi ile ortaya konulmaktadır. Araştırma, Çorum merkez ilçede üç kurumun birbirleriyle ilişkilerinin gerçek ortamda nasıl olduğu; bu kurumların yalnızca yasal hükümlere göre mi yönetişim bilinciyle hareket ettikleri; ortak bir faaliyetin gerçekleştirilmesi hususunda anlaşmazlığa düşülen durumların neler olduğu; kurum yöneticilerinin kişisel tutumlarının yönetişim sürecinde üretilecek mal ve hizmetlerin başarısını ne ölçüde etkilediği; yetki paylaşımında kurumların birbirlerine karşı üstünlüklerinin olup olmadığı soruları üzerinde yoğunlaşmaktadır. Kapsamı, YG21 hedefleri üzerinden Çorum'da yetki paylaşımının işlevselliğinin yerel kurumsal siyasete katkısının değerlendirilmesidir. Araştırma alanı Çorum'un merkez ilçesindeki kamu idareleriyle sınırlandırılmış olup araştırmada bu idarelerin birbirleriyle sıklıkla yönetişim bilinciyle hareket ettikleri; birlikte hareket edilmesi gerekli hizmetlerde hizmetin türüne göre kurum önceliğinin değiştiği; yönetişim bilinciyle hareket edilmesi için yasal hükümlerin yanında başvurulan başka yöntemlerin olduğu; anlaşmazlığa düşülen durumların kurumların merkeziyetçi ya da âdemi merkeziyetçi yapısına göre değiştiği; kurum yöneticilerinin kişisel tutumlarının yönetişim sürecinde üretilecek mal ve hizmetlerin başarısını doğrudan etkilediği; belediyenin aksine valilik ve il özel idaresinin diğer kurumlarla yetki paylaşımı yapmadıkları; belediyenin özerkliği dolayısıyla yönetişimde üstünlükleri olduğu gibi bulgulara ulaşılmıştır. Çalışma bölümlerinde sırasıyla yerel siyaset kavramı; yönetişim kavramı; G21'den YG21'e yerel siyasetin değişen gündemi; kamu idareleri ve ağ yönetişimi çerçevesinde Çorum örneği çalışılmıştır. Sonuç bölümündeyse tezin araştırıldığı sınırlılıklardaki durum ve hipotezlerinin doğru olup olmadığı değerlendirilmiştir.

The purpose of the study is to examine the information exchange and authority sharing between the governorship, special provincial administration, and municipality in Çorum, according to objectives of the LA21; to determine the dimensions of these exchanges and shares and to interpret their contribution to local politics. The methodology of the research is revealed by the intersection of semi-structured interview and discourse analysis in the qualitative method, the data evaluated inductively in the case study pattern. The research is limited to the public administrations in the central district of Çorum and based on how these administrations are related to each other in the real environment; whether these institutions act only by legal provisions with a sense of governance; what are the situations in which there is disagreement about the realization of a joint activity; to what extent does the personal attitudes of the corporate managers affect the success of the goods and services to be produced in the governance process; it focuses on the questions of whether institutions have superiority over each other in the sharing of authority. Its scope is to evaluate the contribution of the functionality of authority-sharing to local institutional politics in Çorum through the LA21 targets. In the research, it was found that all three administrations often acted with the awareness of governance; in the services required to act together, the priority of the institution changes according to the type of service; that there are other methods used besides the legal provisions to act with a sense of governance; the situations in which there is disagreement change according to the centralized or decentralized structure of the institutions; the personal attitudes of the corporate managers directly affect the success of the goods and services to be produced in the governance process; the governorship and the special provincial administration do not share authority with other institutions, in contrary the municipality; and the municipality has advantages in governance due to its autonomy. In the study sections, the concept of local politics is respectively; the concept of governance; The changing agenda of local politics according to LA21; The example of Çorum has been examined within the framework of public administrations and network governance. In the concluding part, it has been evaluated whether the situation and hypotheses within the limitations of the thesis are correct
