Özet (Çeviri)

The crisis in Syria resulted in the cross-border migration of millions of Syrians to the neighbouring countries, namely Egypt, Iraq, Lebanon, Jordan and Turkey. As the number of refugees in Turkey increased, the pressure on the infrastructure and the institutions rendered the integration of the refugee population to local communities and to the labour market a critical issue. The aim of this study is to find out the defining elements that determine the professional status and the welfare of the refugees in the host countries, hence their socioeconomic integration. Qualitative research method was used for this research. Interviews based on semi-structured questions were conducted for the research to allow interviewees a room for maneuver so they can give their own thoughts. Participants included locals, employers of refugees and refugees. Thus the researcher was able to be exposed to different aspects of the refugee integration, and get to know the views of varying stakeholders. The research found out that the educational attainment and the professional experience of refugees have negligible return on their current employment in the host country. As a result, among refugees there is an overall unwillingness to invest in human capital. The research also shows that in the host country, the breadwinner of the refugee household tends to change, as children, female and/or inexperienced refugees become more likely to be employed than the young, experienced and healthy male refugees. Thirdly, the number of members of the refugee household actively working increased in the host country due to poverty. Another important finding of the research is that the refugees interviewed showed little to no interest to the law issued by the Turkish government in January 2016, allowing the refugees in Turkey to apply for work permits. They explained their little interest either by saying that it would increase their wages and thus lessen their preferability over Turkish workers or by stating that the public services provided through social security are already supplied to the refugees free of charge, hence they did not necessarily need“social security”through employment. Additionally, employers of the refugees used the highly bureaucratized procedure of applying for a work permit for refugee workers as an excuse to leave them in the informal economy, thus having to pay them less than the minimum wage. Contrary to the general belief, knowledge of the native language of the host country (in our case Turkish) had no impact on the employment the refugees find in the host country or on their wage; because Syrians are employed to conduct physically intense and demanding jobs which do not require them to have extensive understanding of the language.
