ÖZETYüksek Lisans TeziE-GÜMRÜK VE DIŞ TİCARETE ETKİLERİÜZERİNE BİR ARAŞTIRMAAhmet ÖZKENDokuz Eylül ÜniversitesiSosyal Bilimler EnstitüsüTurizm Anabilim DalıDış Ticaret ProgramıÜlkemiz bulunduğu coğrafi ve jeopolitik konumu itibarıyla içinde bulunduğu mevcut bölgenin kavşak noktasında yer almakta ve bu durum karşısında da her geçen gün ticaretini gerek komşu ülkelerle gerekse Avrupa birliği üyesi ülkelerle arttırmaktadır. Son yıllarda artan dış ticaret hacmimiz sayesinde dış ticaret ve ilintili olduğu sektörler canlanmakta ve bu sektördeki istihdam ve yenilikler her geçen gün artmaktadır. Mevcut rekabet ortamında Dış ticaretçinin en büyük sermayelerinden birisinin ?ZAMAN? olduğunu düşünürsek işlemlerin hızlı sürede gerçekleştirilmesi ve bitirilmesinin öneminin kaçınılmaz olduğu ortaya çıkmaktadır. Bu çalışmada teknolojinin kullanılarak elektronik ortamda dış ticaret işlemlerinin gerçekleştirildiği var olan mevcut sistemden bahsedilmiştir.Çalışmanın birinci bölümünde, elektronik ticaretin tanımı, kapsamı, araçları, çeşitleri ve günümüzde günlük yaşamımıza sağladığı fayda ve değişimler detaylı bir şekilde ele alınmış, tarihsel süreci ve gelişiminden bahsedilmiş, dünyada elektronik ticaret ile ilgili mevcut çalışmalardan örnekler verilmiş ve elektronik ticaretin kapsamlı olarak vergi boyutu değerlendirilmiştir. İkinci bölümünde, Elektronik Veri Değişim sisteminin (EDI) dış ticaretteki kullanım alanlarından bahsedilmiş, bu sistemin mevcut dış ticaret işlemlerimize yararı ve zayıf yönleri ele alınmıştır. Üçüncü bölümünde, e-gümrük süreci tüm detayları ile ele alınarak ülkemizde ve dünyada uygulanan e-gümrük sisteminden bahsedilmiştir. Dördüncü ve son bölümünde ise, Bilgisayarlı Gümrük Etkinlikleri Programının (BİLGE) detayları ele alınarak bu sistemin dış ticaretimize sağladığı yararlar ve etkiler değerlendirilmiştir.

In recent years, increasing our foreign trade volume of foreign trade and industry revived, and the associated employment and innovation in this sector is increasing every day. Foreign trade in the current competitive environment, the presence of one of the largest capital“TIME”, you end the process and the importance of place in quick time as the inevitable occurs. In this study, the use of technology, foreign trade operations are performed in the electronic media from the existing current system has been mentioned.Working the first part of the electronic commerce of the definition, scope, tools, varieties, and today daily life, provide us the benefits and changes in detail be addressed was the historical process and the development mentioned in the world electronic commerce with the current work examples given, and electronic trade extensively with it duties size was evaluated . The second section, the Electronic Data Exchange system (EDI) use in the fields of foreign trade has been mentioned, the benefit of this system available to foreign trade transactions and weaknesses are discussed. The third section, e-customs clearance process with all the details be addressed by e-customs system applied in our country and the world was talking about. In the fourth and final section, Computerized Customs Activities Program (information) can be handled details of this system to provide benefits to our foreign trade and its effects were evaluated.Key Words
