Özet
Ülkelerin kalkınmasında ve gelişmesinde çalışma hayatının istikrarı ve istihdam politikalarının verimliliği önemli bir parametre olarak kabul edilir. Ülkelerin nitelikli istihdam yaratabilmesi ve gerekli işgücünü oluşturabilmesi için kadın, erkek ve genç nüfusunu dengeli şekilde istihdama katması gerekir. İstihdamda kadın ve gençlerin etkin şekilde yer alması çalışma hayatında çeşitliliği artırmak açısından da önemlidir. Sanayi, tarım ve hizmet sektörlerinin temin edeceği insan kaynağında kadın ve genç istihdamının öncelenmesi için bazı teşviklere ihtiyaç duyulmaktadır. Bu sayede işverenler açısından kadın ve genç istihdamı daha cazip hale gelmektedir. Bunun bir neticesi olarak da genel istihdama olumlu katkılar yansımaktadır. Türkiye'de istihdama dönük teşvikler son yıllarda daha görünür hale gelmiştir. Kadın ve genç istihdam teşviklerine odaklanan ülkemiz, bu sayede genel istihdam içerisinde kadın ve genç istihdamını artırmayı hedeflemiştir. Bu kapsamda vergi indirimleri, sigorta prim destekleri, personel maaş destekleri, kiralama destekleri başta olmak üzere çok sayıda teşvik verilmiştir. Ülkemizde kadınların ve gençlerin çalışma hayatına katılımında istihdam teşvikleri epeydir etkin şekilde kullanılmaktadır. Bunların odaklandığı esas husus ise daha çok kadın ve genç istihdamıdır. Tüm değerlendirmeler ışığında bu çalışma kadın ve genç istihdam teşviklerinin genel istihdam üzerinde nasıl etkiler yarattığını anlamaya çalışmıştır. Bu doğrultuda çalışma hayatında kadın ve gençlerin teşvikler kapsamında yer almasının ne tür kazanımlar ürettiği tespit edilmiştir. Çalışmada sonuç olarak kadın ve genç istihdam teşviklerinin genel istihdama ve çalışma hayatına birçok açıdan olumlu yansıdığı anlaşılmıştır.

The stability of working life and the efficiency of employment policies are considered important parametres in the improvement and development of countries. In order for countries to create qualified employment and create the necessary workforce, they need to employ women, men, young people in a balanced manner. The active participation of women and young people in employment is also important in terms of increasing diversity in working life. Some incentives are needed to prioritize the employment of women and youth in the human resources to be provided by the industry, agriculture and service sectors. In this way, employment of women and young people becomes more attractive for employers. As a reflection of this, there are positive contributions to general employment. Incentives for employment in Turkey have become more visible in recent years. Focusing on women and youth employment incentives, our country aims to increase women and youth employment in general employment. In this context, many incentives have been given, especially tax deductions, insurance premium supports, personnel salary supports and rental supports. In our country, employment incentives have been used effectively for the participation of women and young people in the working life for a long time. The main issue, they focus on is the employment of more women and youth. In light of all evaluations, this study tries to understand what effects women and youth employment incentives have on general employment. In this regard, it has been determined what kind of gains the inclusion of women and young people in working life within the scope incentives produces. As a result of the study, it was understood that women and youth employment incentives had a positive impact on general employment and working life in many aspects.
