Özet

ÖZET Yirmi birinci yüzyıla geçerken dünyamızda gözlenen ve geleceğe damgasını vuran en önemli gelişmeler, ülkeler arasındaki sınırların giderek önemini kaybetmesi, yani küreselleşme, bilgi teknolojilerindeki gelişim ile iletişimin hızlanması ve yaygınlaşmasıdır. Bu, bütün ülkelerin ekonomileri ve hatta toplumsal yaşamları üzerinde etkili ve belirleyici olmaya başlamıştır. Dünyada hakim olan teknoloji tabanlı ekonomik sistem içinde başarı, toplumların doğru bilim ve teknolojiye yatırım yapmalarını ve bunu mümkün olan en verimli şekilde uygulamalarını gerektirmektedir. Rekabet üstünlüğüne dayanan uluslararası düzen, sadece bu dönüşüm sürecine ayak uydurabilen ve bu sürecin beklentilerine uygun nitelikte ürün üretebilen toplumların ayakta kalmasına izin vermektedir. Ekonomide küreselleşme ve bilgi teknolojilerindeki gelişmenin ticarete yansıması şeklinde gerçekleşen elektronik ticaretin bütün dünyaya yayılmakta olması, ülkelerin bu duruma ayak uydurması zorunluluğunu doğurmuştur. Elektronik ticaret, ağlar üzerinden, hem kuruluşları hem de bireyleri ilgilendiren, ticari etkinliklere ait her türlü işlemin yapılmasıdır. Elektronik ticaret uzun yıllardır yapılmasına rağmen, internet gibi açık bir ağın yaygınlık kazanması ve bilgi teknolojilerindeki gelişmeler ile birlikte bugün gerçekleştirilmesi kolaylaşmış, maliyetler ve rekabet açısından da zorunlu hale gelmiştir. Elektronik ticaret konusunda altyapı çalışmalarını tamamlamış örnek bir ülke olmadığı gibi, uluslararası platformlarda, elektronik ticaretle ilgili bir çok konuda yapılan tartışmalar da devam etmektedir. Bu nedenle, Türkiye gibi gelişmekte olan ülkelerin, elektronik ticaret konusunda gelişmiş ülkelere göre geride kaldığı söylenemez. Ancak, gelişmiş ülkelerde olduğu gibi, ülkemizde de, elektronik ticaretin fiziki alt yapı eksikliklerinin hızla tamamlanması ve135 gerekli hukuksal yapıya ilişkin çalışmaların bir an önce başlatılması hayati önem taşımaktadır. Bankacılık sektörü dünyada büyük bir değişim içindedir. Teknolojinin hızlı gelişimi, müşteri hizmetinin boyutlarının çeşitlenmesi, rekabetin her alanda artması ve daralan kar marjları, bankaları daha çok bireylere dönük uygulamalar geliştirmeye yöneltmiştir. Türk bankacılık sisteminin de giderek küreselleşen dünyadaki bu değişimlerden etkilenmemesi mümkün değildir. Türkiye'de bankacılık sektörü, bilgi ve iletişim teknolojisini en yoğun kullanan sektördür. Bankalar, teknolojik gelişmeleri iş alanlarına bir an önce yansıtmaya ve rekabet avantajı sağlamaya çalışmaktadırlar. Türkiye'de bankaların elektronik ticaretin gelişmesine bu anlamda öncülük ettikleri görülmektedir. Bu tezin amacı, küreselleşen dünyada sınırları daha da yaklaştıracak bir uygulamayı, elektronik ticareti ve Türkiye'de elektronik ticaret uygulamalarının ilk örneklerini veren bankacılık sektörünü incelemek, bankacılığın teknolojik imkanlar doğrultusunda müşterilerine sunduğu uygulamaları ve son bankacılık eğilimlerini göz önüne sermek, bu şekilde mevcut literatüre katkıda bulunarak, gelecek çalışmalara ışık tutmaktır. Bu amaçla tezde birinci bölümde, bilim ve teknolojinin gelişmesi ve buna paralel olarak oluşan küreselleşme ile ilgili, dünya, Türkiye ve Bilgi Teknolojileri açısından değerlendirmelere yer verilmiştir. Bununla birlikte Türkiye'nin bilgi çağını yakalaması için yaptığı çalışmalar değerlendirilmiş, yeni çağı yakalamak için elektronik ticaret alt yapısının oluşturulma gerekliliğinden bahsedilmiştir. Tezin ikinci bölümünde, elektronik ticaret ele alınmıştır. Elektronik ticaretin ne olduğu, neler sağladığı, sorunları ve şu anda geldiği nokta136 açısından değerlendirmelere yer verilmiştir. Ayrıca elektronik ticarette bilgi güvenliği üzerinde durulmuştur. Tezin üçüncü ve son bölümünde ise bankacılık sektörü ve bu sektörde yaşanan hızlı değişimlerden, değişimin nedenlerinden, sektörde gözlenen bireysel ve şubesiz bankacılık eğilimlerinden bahsedilmiştir Ayrıca bankacılıkta kullanılan teknolojik ürünlere ayrıntılı bir şekilde yer verilmiş, bankacılığın geleceği ve sektörün 2000'li yıllardan beklentileri üzerinde durulmuştur.

ABSTRACT The most important developments observed as passing to the 21th century are the losing of country borders' importance, namely globalisation, the accelaration and the increasing widespread usage in communication by the effect of the development in information technology. These developments have become to be effective and determinant on the economics of all countries and even on the social lives. The success in the technology based economic system dominating the world have required societies to invest to the right science and technology, and to implement these investments in the most productive way. The international order based on competition superiority only lets the societies to stand which keep up with this transformation process and which produce suitable products according to this process. It is a necessity for countries to keep up with the situation. The situation is becoming widespread of electronic commerce all around the world in the way of economical globalisation and reflection of the development in the information technology to the commerce. Electronic commerce is the performing all kinds of process concerning the commerce on the web relates the organisations and also the individuals. Though electronic commerce have been used for many years, with becoming widespread of internet and development in the information technology, electronic commerce has become easy to implement and a necessity by the point of cost and competition. As there is no model country that completed infrastructure about electronic commerce, the discussions on international platform has still been going on. For this reason, it can not be said the developing countries like Turkey stay behind according to the developed countries on the matter of electronic commerce. Hovewer, in our country like the developed countries, it138 has a vital matter to complete urgently the physical infrastructure of electronic commerce and to start necessary works about law. The banking sector has been transforming in the world. The rapid development of technology, the variation of customer services, the increase of competition in every field, decreasing profits has lead the banks to create more sophisticated applications towards the individuals. It is impossible for the Turkish bank sector not to be effected by the transformations in the globaling world. The banking sector in Turkey is a sector which uses the information and communication technology most intesively. The banking sector has tried to reflect the technological developments to its working areas quickly and to provide competition advantage. For this, the banks in Turkey have a leadership role in the development of electronic commerce. The aim of this thesis is to study the electronic commerce (an application that make the borders of the globaling world closer) and the banking sector which realizes the first applications of electronic commerce in Turkey, and to reveal the applications offered to customers by the support of technological opportunities and the last tendencies of banking; by this way, to light the future works by contributing the current literature. For this purpose, first chapter includes the comments related the globalisation that formed parallel to the development of science and technology from the point of world, Turkey and information technology. In addition to this, the studies made by Turkey to catch the knowledge society have been evaluated and the necessity for building electronic commerce infrastructure to catch the new era has been mentioned. In the second chapter of the thesis, electronic commerce has been handled. What the electonic commerce is, what it provides, its problems and139 the evaluations of its current situation has been included. Furthermore the information security in electronic commerce has been discussed. The third and the last chapter chapter has mentioned the banking sector, the transformations happened in this sector, the reasons of the tranformations and the tendency to the private banking. Besides, the technological products used in banking has been discussed in detailed manner.
