Özet
Uyuşturucu madde kullanımı yüzyıllar öncesine dayanan ruh ve sinir sistemini etkileyerek kullanıcının ölümüne sebep verebilen bir madde türüdür. Uyuşturucu madde geniş kitleleri etkileyen bağımlılık seviyesinin yüksek olması sebebiyle kullanımı yaygınlaşmıştır. Uyuşturucuyla mücadele ülkelerin bu alana yoğunlaşarak çalışmalar yapması ve mücadele çalışmalarını yükseltmesi önemlidir. Refah ve gelişmiş bir toplum yapısı oluşturmak isteyen ülkelerin en büyük önceliği toplumunun sağlık, sosyal, ekonomik ve siyasi anlamda yeterli bir seviyeye getirmek olmalıdır. Toplumların başarısı kaliteli yaşam standartları ile huzur ve güven ortamlarına bağlıdır. Bu çalışmada iki ana başlık olarak ele aldığımız“narko”ve“terörizm”kavramları uyuşturucu maddenin kişilere verdiği zararlar ele alınırken uyuşturucu maddeden elde edilen kara para ekonomisine yer verilmiştir. Terör örgütleri bu kara para ekonomisiyle kendilerini finanse ederek terör faaliyetlerini artırma çabası içerisine girebilmektedirler. Uyuşturucunun türleri ele alınarak geniş kapsamda incelenmiş ve öğretici nitelikte olmasına yer verilmiştir. Terörizmin kavramlarını, türlerini ve tarihçesini ele alarak geçmişten günümüze gelen terörizme değinilmiştir. Terörizm, devlet dışında var olmaya çalışan bir terör grubu olarak daha iyi anlaşılabilir. Narkotik maddeden elde edilen gelirleri terör örgütleri örgütsel faaliyetleri için çokça tercih etmekte ve insan kaçakçılığı, silah kaçakçılığı, tarihi eser kaçakçılığı gibi yolları tercih ederek kendilerine finansman sağlamaya çalışmaktadırlar. Bunun yanı sıra uyuşturucu ticareti veya diğer tür kaçakçılıkları yapamadığı durumlarda terör örgütleri yağma, haraç kesme ve çeteleşme faaliyetleri yürüterek kendilerine finansman kaynağı oluşturmaya çalışmaktadırlar. Bununla birlikte etnik, ideolojik, dini ve siber terörizm incelenmiş terörizmin sadece silah yoluyla değil birçok yolla yapıldığı anlatılmaya çalışılmıştır. Çalışmada, dünyada narko terörizm için kullanılan güzergâhlar da ele alınarak üretilen doğal ve sentetik uyuşturucunun ticaret rotalarına yer verilmiştir. Kuzey Karadeniz rotasının yeri ve önemi ele alınırken terör örgütlerinin hangi güzergâhları kullanarak Türkiye'ye uyuşturucu madde sokmaya çalıştığı terörizm ile mücadelede doğru yönleri bulmamızı kolaylaştıracaktır. Balkan rotası ve Doğu Akdeniz rotası ile ülkemizin dört bir yanında uyuşturucuyla mücadelede jeopolitik konumumuzun ne kadar öneme sahip olduğu daha iyi anlaşılmaktadır. Uluslararası platformda uyuşturucuyla mücadelede sözleşmeler yapılarak ve uluslar bu sözleşmeye taraf edilerek uyuşturucuyla mücadele noktasında ortak çalışmalar yapılmaktadır. Uyuşturucu ve Psikotrop Maddelerin Kaçakçılığına Karşı Sözleşme ile uyuşturucuyla mücadele noktasında uluslararası taraf devletler ile ortak paydada hareket edilmektedir. Bu çalışma ile Türkiye'de narko terörizm ile mücadele noktasında mesai mefhumu gözetmeksizin görev yapan güvenlik güçlerimizin görev alanları ve bu görev alanlarındaki yapmış oldukları başarılı operasyonel faaliyetler ele alınarak farkındalık oluşturmak amaçlanmıştır. Emniyet Genel Müdürlüğü ve Jandarma Genel Komutanlığı, Türk Silahlı Kuvvetleri ile Gümrük Muhafaza Genel Müdürlüğünün yapmış olduğu yurt içi ve sınırlarımızdaki çalışmalar ile uyuşturucuyla mücadele noktasında hem iyi bir tecrübe hem de değişen günümüz şartlarına uyum sağlama çalışmaları incelenmiştir. Sağlık Bakanlığı, Aile ve Sosyal Hizmetler Bakanlığı, Milli Eğitim Bakanlığı ve Yeşilay tarafından yapılan çalışmalar ele alınarak uyuşturucu bağımlılığı noktasında bağımlı kişilerinin tedavilerinin yapılarak topluma kazandırılması konusu ele alınmıştır. Zira uyuşturucuyla mücadelede rehabilitasyonun önemi çok büyük olup refah ve gelişmiş bir toplum yapısı oluşturmanın en önemli unsuru toplumun ruhsal ve psikolojik olarak yeterli bir seviyede olmasıdır. Narko terör kavramı günümüzde üzerinde çok düşünülüp çokça çalışma yapılması gereken önemli bir konudur. Bu çalışma, terör örgütlerinin büyük gelir kaynağı olan uyuşturucu ile mücadelenin önemini vurgulayıp, ülkemizin geleceği için ciddi bir tehdit oluşturan narko terörizm ile Türkiye'nin mücadelesini ortaya koyarak literatüre katkı yapmayı hedeflemektedir.

Drug use is a type of substance that dates back centuries and can cause death by affecting the mental and nervous systems. Drug use has become widespread due to the high level of addiction affecting large masses. Countries need to focus on this area and increase their efforts to combat drugs. The top priority of countries that want to create welfare and a developed social structure should be to bring their society to an adequate level in terms of health, social, economic, and political terms. The success of societies depends on quality living standards and peace and security environments. While the concepts of“narco”and“terrorism”, which we consider as two main headings, deal with the harms caused by drugs to people, the black money economy obtained from drugs is included. Terrorist organizations may attempt to increase their terrorist activities by financing themselves with this black money economy. The types of drugs are discussed in detail and are included in an instructive manner. Terrorism from past to present is covered by discussing the concepts, types, and history of terrorism. Terrorism can be better understood as a terrorist group that seeks to exist outside the state. The revenues obtained from narcotic substances are widely preferred for the organizational activities of terrorist organizations, and the terrorist organization tries to finance itself by choosing methods such as human smuggling, arms smuggling, and historical artifact smuggling. In addition, the terrorist organization tries to create a source of financing for itself by carrying out looting, extortion, and gang formation activities when it cannot engage in drug dealing or other types of smuggling. Moreover, ethnic, ideological, religious, and cyber terrorism were also examined, and it was tried to explain that terrorism is done not only through weapons but also in many ways. The work to be done in every aspect of the fight against terrorism is of great importance for the peace and welfare of society. The trade routes of natural and synthetic drugs produced by considering the routes used for narcoterrorism in the world are included. While discussing the place and importance of the Northern Black Sea Route, it will make it easier for us to find the right direction in the fight against terrorism, which routes terrorist organizations use to bring drugs into our country. With the Balkan Route and the Eastern Mediterranean Route, it is better understood how important our geopolitical position is in the fight against drugs all over our country. By making agreements on the fight against drugs on the international platform and by making the nations party to this agreement, joint studies are carried out in the fight against drugs. With the latest Convention Against Trafficking in Narcotic Drugs and Psychotropic Substances, the international party states are acting on common ground in the fight against drugs. It is aimed to raise awareness by discussing the areas of duty of our security forces who work regardless of working hours in the fight against narco-terrorism in Türkiye and the successful operational activities they have carried out in these areas of duty. The work carried out by the General Directorate of Security and the General Command of Gendarmerie, the Turkish Armed Forces, and the General Directorate of Customs Enforcement in the country and at our borders, as well as their good experience in the fight against drugs and their efforts to adapt to today's changing conditions were also examined. The studies carried out by the Ministry of Health, the Ministry of Family and Social Services, the Ministry of National Education, and the Green Crescent were discussed, and the treatment of drug addicts and their reintegration into society were discussed. Rehabilitation is of great importance in the fight against drugs. The most important element of creating a welfare and developed social structure is that the society must be spiritually and psychologically sufficient. With projects such as Best Narcotic Police Mother, prepared by the General Directorate of Security, efforts are being made to reach all segments of society and create awareness and a movement to raise awareness about drug addiction. The concept of narco-terrorism is an important issue that needs to be thought about and studied a lot. This study aims to contribute to the literature by emphasizing the importance of the fight against drugs, which are a significant source of income for terrorist organizations, and by revealing Türkiye's fight against narco-terrorism, which poses a serious threat to the future of our country.
