Özet
Gerek ülkemizde gerekse dünya geneli başlıca sorunlardan biri işsizliktir. Küresel bir sorun olan işsizlik kişiler için maddi ve manevi sorun oluşturmaktadır. Her yaştan kişiyi ilgilendiren işsizlik kavramı en çok gençleri etkilemektedir. Genç işsizliği, yetişkin işsizliğine nazaran daha karmaşık bir yapıya sahiptir. Karmaşık bir yapıya sahip olmasının temelinde gençlerin eğitimde, istihdamda veya her ikisinde de yer alabilecekleri gibi ne eğitimde ne istihdam olan gençler vardır ve sayıları her geçen gün artmaktadır. Eğitim ve iş hayatının içerisinde yer almayan gençler, ilk kez İngiltere'de NEET (Not in Education, Employment, or Training) olarak adlandırılmıştır. NEET kavramı pek çok ülke tarafından benimsenmiş olup NEET'lerin yaşlarının alt ve üst sınırları ülkelerin sosyal politikalarına göre değişkenlik göstermektedir. NEET'ler iş arama durumlarına göre aktif NEET ve pasif NEET olarak ikiye ayrılmaktadır. NEET iş arıyorsa ve iş bulduğunda çalışabilecek durumda ise Aktif NEET olarak adlandırılır. NEET iş aramıyor ya da herhangi bir çabanın içerisinde değilse pasif NEET olarak adlandırılır. Bu çalışmanın amacı aktif NEET gençlerinin istihdam konusunda karşılaştıkları sorunları ortaya koymak ve çözüm önerileri sunmaktır. Çalışma grubu Bursa İli merkez ilçeleri içerisinde ikamet eden, İŞKUR'a kayıtlı aktif olarak iş arayan NEET statüsündeki gençlerden oluşmaktadır. Çalışmada öncelikle istihdam, işsizlik ve türleri açıklanmış olup akabinde genç işsizliği ve NEET kavramı üzerinde durulmuştur. Türkiye'nin ve Bursa'nın iş gücü piyasasına değinildikten sonra işsizliğin sosyolojik olarak değerlendirilmesine geçilmiştir. Çalışma nitel bir araştırma olup, yapılandırılmış mülakat tekniği kullanılmıştır. 14 kadın ve 14 erkek olmak üzere toplamda 28 katılımcıyla çalışma gerçekleştirilmiştir. Betimsel yöntem ile analiz edilen katılımcıların yanıtları bulgular bölümünde temalar halinde verilmiştir. Katılımcıların yanıtları tartışma ve sonuç kısmında yorumlanmıştır. Katılımcıların yanıtları bulguların değerlendirilmesi bölümünde yorumlanarak sonuç ve öneriler bölümüyle çalışmamız sonlandırılmıştır.

One of the main problems both in our country and around the world is unemployment. Unemployment, which is a global problem, creates financial and moral problems for people. The concept of unemployment, which concerns people of all ages, affects young people the most. Youth unemployment has a more complex structure compared to adult unemployment. The basis of its complex structure is that young people are in a position to be in education, employment or both. Apart from this, there are young people who are neither in education nor employment and their numbers are increasing every day. Young people who are not in education and employment were first called NEET (Not in Education, Employment, or Training) in England. The NEET concept has been adopted by many countries and the lower and upper age limits of NEETs vary according to the social policies of the countries. NEETs are divided into two groups according to their job search status: active NEET and passive NEET. If a NEET is looking for a job and can work when he/she finds a job, it is called Active NEET. If a NEET is not looking for a job or is not making any effort, it is called Passive NEET. The purpose of this study is to reveal the problems that active NEET youth encounter in terms of employment and to offer solution suggestions. The universe of the study consists of young people with active NEET status, registered with İŞKUR and actively looking for a job, between the ages of 18-29. The sample of the study consists of young people with NEET status, registered with İŞKUR and actively looking for a job, residing in the central districts of Bursa Province. In the study, employment, unemployment and its types are first explained and then the concept of youth unemployment and NEET is emphasized. After mentioning the labor market of Turkey and Bursa, the sociological evaluation of unemployment is carried out. The study is a qualitative research and structured interview method was used. The study was conducted with a total of 28 participants, 14 women and 14 men. The responses of the participants analyzed with the thematic method are included in the findings section. The responses of the participants were interpreted in the discussion and conclusion sections.
