Özet
Her siyasi iktidar, tarih boyunca kendi özne yaratma pratiklerine uygun bir“gençlik söylemi”üretme eğiliminde olmuştur. Türkiye'nin siyasi tarihinde gençlik de bu doğrultuda, siyasi iktidarlar tarafından söylemsel olarak yeniden inşa edilen bir toplumsal kategoriye dönüştürülmüştür. Cumhuriyet'in erken dönemleri ve tek parti yönetiminin ardından, uzun süreli ve ideolojik açıdan tutarlı bir gençlik söylemi ilk kez 2002 yılında iktidara gelen Adalet ve Kalkınma Partisi (AKP) döneminde oluşturulmuştur. Bu çalışmada, özellikle Osmanlı modernleşmesi sonrasında gençlik mitinin ortaya çıkışına ve Türkiye Cumhuriyeti'nin kuruluşundan itibaren siyasi iktidarların kendi ideolojik yaklaşımlarına uygun biçimde gençliği nasıl tanımladıklarına odaklanılmıştır. Bu bağlamda, çalışmanın ilk bölümünde, gençliğin modernleşme süreciyle birlikte toplumsal bir kategori olarak tanımlanması; ikinci bölümde, Osmanlı modernleşmesinden 2000'li yılların başına kadar farklı siyasi iktidarların gençliği söylemsel düzeyde nasıl inşa ettikleri incelenmiştir. Üçüncü bölümde ise AKP dönemine özgü ideolojik, ekonomik ve kültürel dönüşümler gençlik bağlamında ele alınmıştır. Son bölümde, 2023 seçim sürecinde Sabah ve Cumhuriyet gazetelerinde yer alan siyasetçilerin konuşmaları üzerinden, AKP'li siyasetçilerin gençliği hangi söylemsel stratejilerle ve tarihsel-toplumsal bağlamda inşa ettikleri Söylem-Tarihsel Yaklaşım (Discourse-Historical Approach) çerçevesinde analiz edilmiştir.

Throughout history, every political power has tended to produce a“youth discourse”aligned with its own subject-formation practices. In Turkey's political history, youth has accordingly been discursively reconstructed as a social category by successive political powers. Following the early Republican period and the single-party regime, a long-lasting and ideologically coherent youth discourse first emerged during the rule of the Justice and Development Party (AKP), which came to power in 2002. This study particularly focuses on the emergence of the youth myth after Ottoman modernization and how political powers have defined youth in accordance with their ideological approaches since the founding of the Republic of Turkey. Accordingly, the first part of the study addresses the conceptualization of youth as a social category within the modernization process; the second part examines how different political powers discursively constructed youth from the Ottoman modernization era up until the early 2000s. The third part explores the ideological, economic, and cultural transformations specific to the AKP period in relation to youth. In the final section, the study analyzes, within the framework of the Discourse-Historical Approach (DHA), how AKP politicians discursively constructed youth using specific discursive strategies and within which socio-historical contexts, based on political speeches published in Sabah and Cumhuriyet newspapers during the 2023 election period.
