Özet
Bu çalışma, modern devletin temel taşı olan egemenlik kavramını, Jean Bodin'in kuramsal çerçevesi üzerinden tarihsel ve postmodern bir perspektifle analiz etmeyi amaçlamaktadır. Bodin'in egemenliği“mutlak ve sürekli”bir güç olarak tanımlarken geliştirdiği hukuki yapı, çalışmanın başlangıç noktasını oluşturmaktadır. Bu kapsamda, egemenliğin sadece siyasal bir erk değil, aynı zamanda ekonomik bir güç olduğu gerçeği, Bodin'in“Miktar Teorisi”üzerinden incelenmiş; paranın değeri ve mali istikrarın egemenliğin sürdürülebilirliği üzerindeki etkisi ortaya konulmuştur. Çalışmanın ilerleyen bölümlerinde, Bodin'in teorisinin modern ulus-devlet modeline katkıları ve kurumsal süreklilik fikri ele alınmıştır. Postmodern süreçte küreselleşme, dijitalleşme ve mülteci hareketleri gibi dinamiklerin klasik egemenlik anlayışını nasıl bir dönüşüme zorladığı analiz edilmiştir. Özellikle dijital egemenlik tartışmaları ve Türkiye örneği üzerinden mülteci sorunu bağlamında, devletin sınır kontrolü ve nihai karar verici olma vasfının güncel yansımaları değerlendirilmiştir. Tezin ulaştığı temel sonuç; Bodin'in yüzyıllar önce kurguladığı egemenlik ilkelerinin, günümüzün karmaşık ve çok aktörlü dünyasında esnemesine rağmen, kriz anlarında devletin koordinasyon ve nihai hakemlik gücü olarak merkezi önemini korumaya devam ettiğidir.

This study aims to analyze the concept of sovereignty, the cornerstone of the modern state, through the theoretical framework of Jean Bodin within a historical and postmodern perspective. The starting point of the research is the legal structure developed by Bodin, who defined sovereignty as an“absolute and perpetual”power. Within this scope, the fact that sovereignty is not merely a political power but also an economic one is examined through Bodin's“Quantity Theory of Money,”highlighting the impact of monetary value and fiscal stability on the sustainability of sovereignty. In the subsequent sections of the study, the contributions of Bodin's theory to the modern nation-state model and the idea of institutional continuity are addressed. The analysis focuses on how dynamics such as globalization, digitalization, and refugee movements in the postmodern era have forced the classical understanding of sovereignty into a transformation. Specifically, the current reflections of the state's role as the final decision-maker and its authority over border control are evaluated through discussions on digital sovereignty and the refugee issue within the context of the Turkiye example. The main conclusion reached by the thesis is that, although the principles of sovereignty formulated by Bodin centuries ago have become more flexible in today's complex and multi-actor world, the state continues to maintain its central importance as a power of coordination and ultimate arbitration during times of crisis.
