SUMMARY Taking into account of the mind bending advancements in technology, of efficient utilization of communication devices, and of the fact that interactions are much more faster and permanent, art and education, with the help of these two mediums can make more remarkable contributions to the most proficient utilization of human potentials, hence to better coming closer between the cultures, and to the“harmony”which is the universal principle of living together and forming a unity. It is necessary to give a special importance to art and artistic education for a more rational utilization of time. With the advent of 21th century, the humanity is witnessing to vast transformations, and national states are rapidly turning towards globalization with the help of technological revolutions and of lightning developments in communications. The Super Powers that determined the course events in World Arena until '90s, are now forced to share their powers with the new Power Focals. And a new Power Focus is now taking silently its position in a globe which has turned into a single pole world following the swift transformations in Soviet Union and other Eastern Block countries: the European Union. The European Community, which, following the World War II, has founded by France and Germany on the principle of mutual cooperation to provide remedies for the catastrophes of this war and to prevent any probable struggles for power in Europe, has now completed its preparations and has been transformed into an European Union. Taking its position in historical scene as a new organization in which the shared human ideals are materialized, the European Union aims at the realization of the ideal for a new“Europe and a new 'Europeanism'”in which different cultures with different economical, political and cultural characteristics are to be organized in a supra-national structure on the base of multi-culturalism. Today, the Government should adopt a cultural policy which is fed by humanistic values that can meet the needs of the whole society. 103Turkey, being a mosaic of peoples in which all ethnic differences are turned into a social richness on the national plane, should turn toward cooperation on the principle of mutual respect on international plane, and should utilize all the potentials of all mass communication devices via cultural exchange programs for the purpose of having the new generations adopt a culture of togetherness without giving respect to any differences in race, language, religion, etc. The Government should provide tax exemptions, remove VAT, and apply some subventions for the raw materials (paper, etc.) needed for cultural productions. The customs tariffs should be revised for the advantage of readers and consumers. Although the European Union has realized some advancements in political and economic fields during the process of integration, we cannot say that the same success is granted in cultural field. But it can be said that the European Council is more ardent towards the ideal of shared Europeanism, and adoption of a new internationalism while protecting the cultural differences. 104
