249 ABSTRACT The purpose of this study is to test whether the total quality management can be applied to vocational high school, administrators, vocational and cultural teachers and students. For this purpose, an instrument composed of 66 attributes was developed by the researcher Attributes were grouped under 6 clusters :Communication, standarts, customer services, organizational culture, team and effective learning in the vocational high school. The study addressed two question: are all 66 attributes predict practice total quality management in the vocational high school ? The study addressed two questions: what are the perceptions of vocational and culturel teachers, students and administrators on the applicability of total quality management in the vocational high schools ? Is there a significant difference on the perception level of vocational and culturel teachers, students and administrators are different, what are perception level different ? The data were gathered by Likert type scale, which was developed in several steps, such as developing an item pool, examing it with an expert panel, and conducting a pilot test for improvements Questionnaires were practiced by researcher to administrators, vocational and culturel teachers and students of vocational high school in Ankara Out of 1 194 sample questionnires 853 were returned. Fully 819 (67 %) of the250 The data were analyzed for two purposes by calculating several statistics in the SPSS program, first analysis was done to evaluate the instrument. Second analysis was done to examine the total quality menagement in the vocational school. The funding of the study that can be applied to total quality management are: responses to the research question indicated that all 66 attributes can be applied to total quality management in the vocational school by administrators and students. Differences in the responses to the study 's second questions were observed between administrators, teachers and students.
