The importance of motivation for the employers and organization is very great. This importance in the ever growing and becoming complex nature of the organization is gaining more importance. Scientific studies on employee motivation in the organizations of our country are sometimes carried out. But as far as we Know studies on whether there is a difference in terms of motivation between the understandings of the public and private sector management are not enough. For this reason our study is carried out to determine the defference between the understandings of the managements of the public and private sectors. Motivatin is a process that can be defined as an individual's behavior to realize a behavior, in the first chapter.an evaluation of motivation which is taken as a concept is made from the point of view the management. The relation of management functions and motivation is taken into account with the concepts of leadership.groups and manager training. There are several theoric fundamentals of motivation/These fundamentals which are devided as content and process are the subject matters of the second chapter.Content theories gave emphasis on the drives resulting from the individual himself and the process theories on the drives originating out of the individual. In addition to these there are psychologic theories.too. There are different human models belonging to various management theories. The essential ones of these are rational-economic, social, self-realizing and complex human modelsThe approach of each model to human also determines the condition necessary for its motivation. The above mentioned models and incitement means are the subject matters of the third chapter.ln the fourth chapter.the importance of motivation with regard to organization and employee is handled. Two banks.one of which is from public and the other private sector were determined and two different branches of each from Erzurum and Istanbul were chosen. In these branches an ampiric field study was realized. In the research, whether there is a difference in terms of motivation on the incitement tools and the relations of managers and employees was testedThe comparison made between the two banks both according to the evaluation of the questions in respect to their qualities and on the incitement tools and the manager-employee relations showed that the private sector bank's management motivated its employees with regard to the public bank. Both in the incitement tools and the manager-employee relations highVIII dissatisfaction in the public bank and satisfaction in the private one was observed. After this evaluation making up the fifth chapter, comes the result and suggestions. Suggestions about what can be done in order to convert the above mentioned dissatisfaction into satisfaction are listed in the last part.
