Özet

ÖZET ÇEVRE YÖNETİM SİSTEMLERİ'NÎN SANAYİDE UYGULANABİLİRLİĞİ Bugün şirketlerin bir çoğu büyük değişimler yaşamakta. Modern yaşamın karmaşık sorunlarına çözüm bulmak amacıyla şirket politikalarını değiştirme eğilimindeler. Artık şirketler giderek çevresel sorumluluklarının farkına daha fazla varıp bu konuda daha fazla bir şeyler yapma eğiliminde ve bu amaçla yeni stratejiler geliştirme çabası içindeler. Kuruluşlar çevre çalışmalarına hangi stratejileri geliştirerek katkıda bulunabilirler ? Savunma Stratejisi: Kanunlara uyum (Sabit ekonomilerde en başarılıdır). Bir çok işyeri bu yolu seçmektedir. Atak bir Strateji : Tüketiciye yarar sağlayan çevreci malları geliştirip pazarda avantaj sağlamaktır. Yenilik Stratejisi: Üretilen mal ve hizmetlerin üretim metotlarında, uzun süre başarılı olmak için.önemli değişiklikler yapmak. Nüfus artışı.hava ve su kirliliği, ozon tabakasının delinmesi, çölleşme, zehirli atıklar ve diğer çevresel problemler, değişik çevresel sorunlar yaşamımızı her geçen gün biraz daha etkilemeye başladı. Bütün bu problemler karşısında önleyici ve radikal bir anlayışın olması söz konusu bunun için kuruluşlarımızda neler yapmamız gerekiyor. Çevreci bir yönetim üç basit adımla başlayabilir.. Kuruluşun mevcut alışkanlıklarını gözden geçirmek. Tüketimi azaltmak. Kuruluş çapında bir çevre politikası geliştirerek benzeri yerleri de etkilemek Geçmiş yıllarda sanayinin çevreye karşı çıkmasıyla meydana gelen çevresel tahribatların bugün önüne geçilmesi için Dünya Ticaret Odalarıyla beraber Standart Kuruluşları da harekete geçmiş ve bir dizi standartlar serisi yayınlamıştır. ISO-14000 Standartlar Serisi bu amaçla yayınlanmış standart serisi olup amacı ;firmaların Çevre Yönetim Sistemini kurmaları ve bunları sürdürmeleridir. Şirketler Neden Çevre Yönetim Standartlarını Uygulamak İstiyor:. Çevreciliğin itici bir güç olması ve Hükümetlerin bu konudaki teşviklerinden faydalanmak istemeleri I. Tüketicilerin çevreye karşı daha duyarlı olduğu ve sorumlu üreticilerin mamul ve hizmetlerini tercih etmeleri. Kuruluşların çevreye karşı olan sosyal sorumlulukları. Çevre korumanın sağlam ve ekonomik bir yatırım olması ve geri döngüsünün çok hızlı olması ISO 14000 standartları serisi:. Genel bîr standarttır,her tip ve büyüklükte organizasyonlar için imalat ve ticaret veya hizmet sektörlerinde uygulanabilir.. Gelîşimcidir. Performansı iyileştirmeye yöneliktir.. Gönüllülük esasına dayanır. Fakat sistem bir kez kurulursa Standardın gerekliliklerine uymak zorunludur.. Önleyicidir. Çevreye verilen zararların önlenmesini hedefler. Sistem Bazlı 'dır. Kurulan sistem dökümante edilmiş prosedürlerle desteklenmelidir. Sonuç olarak çevreci programlara harcanan para.bütün dünyanın iyiliği için bir yatırımdır. Çevreci kaygılar ve ekonomik kaygılar birbirine bağlıdır. Şirketler giderek daha fazla çevreci olmakta ve çevreye karşı sorumlulukları artmaktadır. Çünkü tahrip olmuş bir çevreyle uğraşmak, önlem almaktan çok daha zor ve pahalıdır. Tez çalışmamın başlangıcında Türkiye'de ISO 14001 belgesi almış firma sayısı üç adetti. Bu üç işletme içerisinde ilk ISO 14001 belgesini alan kuruluşun uygulamaları tezimin temelini oluşturdu. Seçilen kuruluş üzerinde 3 aylık çalışma ile, kurulan sistemin izlenmesi, işletmeye kazandırdıkları ve ne gibi faaliyetlerin yapıldığını ortaya koymaya çalıştım. ISO 14001 standardını işletmelerde uygulamak ISO 9000 standardını uygulamaktan daha zor ve daha fazla zaman alıcıdır. Sistem kurmanın maliyeti ilk aşamada fazla gibi görünsede sistem çok kısa sürede kendisini amorti eder. Bu amaçla küçük ve orta büyüklükteki işletmelerin bu standarda ilgi duymaları biraz zaman alabilir. Dünyada 256, Türkiye'de 11 adet kuruluş bu belgeyi almıştır. Kuruluşların sadece kalite sistemlerinin değil, çevre yönetim sistemlerinin olması ve işletilmesi gerekliliği ve kuruluşların yönetimlerinin de bu konuya ilgi duymalarının ekolojik ile ekonomik katkıyı da beraberinde getirmektedir.

SUMMARY APPLICABILITY of Eviromental Management Systems to The İndustiral Sector. Today, most of the companies have to live throught noticable changes.They have to change their company policies in order to find solutions to the complex problems of modern life. Nowadays, companies became more aware of their environmental responsibilities and being more inclined to do beneficial things, they are trying to improve their strategies. How can the componies improve their strategies to be of help to the environmental issues ? Defensive Strategy: Fulfilling the legal requirements^ most successful in static economies ) Most of the enterprises pick this strategy. Audocious Strategy: To design environmental friendly products that are beneficial for the consumers and create a market advantage over it. Continuous Improvement Strategy: To be successful on the long term.doing the necessary improvements in the production methods of the produced outputs, whether it is a product or a service. Population increase.air and water pollution, hole in the ozone layer increasing number of desert, poisonous disposals and other environmental problems started to be more effective everday on our lives, causing environmental difficulties. So we must take a radical and preventive attitutede for that,what type of measures companies must take can be summarized as thus: Environmental management may start with three simple steps.. To rewiew the existing company practices. To decrease the consumption of any sort of natural resources.. To install a company wide environmental policy, which will also effect similar enterprises. Internal Commerce Chambersand Standard Institutions took the necessary moves to create a series of standards in order to prevent futherenvironmental destructions, caussed by industries in the passed years ISO 14001 came into being so that companies start installing Environmental Management Systems and maintaining it continuously. Why do the companies want to apply Environmental Management Systems Standards ?. Being environmental friendly is a power and companies want to benefit from the govermental incentives.. Consumers sre getting more conscience towards environmental issues and preferr products and/or services of such companies.. Companies have some social responsibilities towars the environment. Protecting the environment is a sound and economic investment with a short period of return. ISO 14000 Standards Serie:. It Is general standarttı which is applicable to all types and sizes of organizations, working either for industrial, commercial or service sector.. İmprovment Oriented; It favors performance improvement of every sortBased on voluntary involvement; But,once the system is in place.it is a must to act according to the standart. Preventive Aims at prevetion of damages that may be given to environment system. Based System put into application must be supported by document procedures As a conclusion we may say that the money spent for enviromental programmes, are investments made for the well-fare of the world. Environmental and economic worries are interlaced.Companies sre getting more and more environmental conscience, having increasing number of responsibilities everyday.lt is more difficult and costly to try to mend cure a destroyed environment.than taking preventive measures.When I started working on my thesis, number of ISO 14001 certified firms was only three.l picked out of those three,the one which was firsi to be certified, and gave room to its applications. For three months I deepened my studies as to follow up the system in place.that what benefits it brought to the company and what types of activities are being initiated. Its is more difficult and time consuming to install ISO-14000 standard in an enterprise,than putting ISO 9000 standard into application.At first look,to put this system into use may seem to be costly, but please keep in mind that it will depreciate itself with a very small and medium sized companies may be still reluctant and it will take still some time for them to be interested in this important issue. All over the world the number of ISO-14000 certified firms is 256,and the same number in Turkey is 1 1. Companies must not be only interested in the Quality Managements Systems but also in the Environmental Managements Systems;amd top management of enterprises must be interested in the subject, which will bring ecologic and economic involvement together with it.
