PERSONEL NİTELİKLERİ AÇISINDAN BENZER KARAKTERLİ HARP GEMİLERİNİN OLUŞTURULMASI İÇİN HEURİSTİK YAKLAŞIM VE HEDEF PROGRAMLAMA (YÜKSEK LİSANS TEZİ) TEVFİK ÖZTÜRK GAZİ ÜNİVERSİTESİ FEN BİLİMLERİ ENSTİTÜSÜ HAZİRAN 1999 ÖZET Bu çalışmada, iki sonuçlu niteliklere sahip bireylerin nitelik ağırlıkları bakımından dengeli veya benzer gruplar oluşturacak şekilde atamalarının (dağılımlarının) yapılması problemi üzerinde durulmuş ve bu konuda bir algoritma verilerek, aynı problemin bir hedef programlama problemi olarak ele alınıp çözülmesi durumunda bulunan sonuçlan ile bir karşılaştırması yapılmıştır, özellikle teknik özellikleri aynı olan harp gemilerinin performanslarının da eşit veya dengeli olabilmesi için önemli bir faktör olan personelin (insan gücünün) gemilere dağılımında iki sonuçlu sosyal niteliklerine bakılarak atama yapılabilmesi ile ilgili bir uygulama da çalışma da yer almıştır. Algoritmada bilgi teorisi ölçüsü (Information theory measure) kullanılmış ve heuristik bir yaklaşım üzerinde durulmuştur. Ayrıca bu algoritma ile yapılan uygulamanın aşağıdaki üç farklı yönde genişletilebilmesi hususu da çalışmalara dahil edilmiş ve bu konularda ileride yapılabilecek çalışmalara ışık tutulmaya çalışılmıştır.11 a) Bu tür problemlerde bireylerin niteliklerinin kodlanmasının değiştmlmesinin, (problemi değiştirmeden) sonuçların kalitesini ne şekilde etkilediği incelenmiş, b) İki sonuçlu niteliklere sahip bireylerin yam sura, çoklu nominal ve aralık nitelikli bireyler ile de aynı tür dağılım probleminin çözümleri kıyaslanmış, c) Bireylerin yalnızca eşit büyüklükteki gruplara değil, aynı zamanda farklı büyüklükteki gruplara dağılımı problemi de ele alınmıştır. Sonuçta, açıklanan heuristik algoritma ile bireylerin (aynı tipteki gemilere atanacak personelin) nitelikleri bakımından iyi bir kalite ile ve kısa sürede atamalarının yapılabileceği görülmüş olup, özellikle tamsayı çözümün bulunmadığı problemlerde hedef programlama çözümüne göre daha iyi kalitede ve daha kısa sürede çözümler üretildiği de anlaşılmıştır. Dolayısıyla aynı teknik özelliklere sahip harp gemilerine birbirlerine yalan performansı gösterebilmeleri için personelin sosyal nitelikleri göz önüne alınarak bu yöntem ile atama yapmak mümkün olabilecektir. Çalışmada bahsedilen heuristik algoritmanın bilgisayar programı, Delphi ve Pascal programlama dilleri yardımı ile yazılmış ve bilgisayarda uygulanmış, hedef programlama formülasyonu ise GAMS paket programı ile çözülmüştür. HI CREATING SHIPS WITH SIMILAR CHARACTERISTICS WITH RESPECT TO THEIR PERSONNALS ATTIRIBUTES :HEURISTIC APPROACH AND GOAL PROGRAMING (M. Sc. Thesis) TevfıkÖZTÜRK GAZİ UNIVERSITY INSTITUTE OF SCIENCE AND TECHNOLOGY JUNE 1999 ABSTRACT In this study, it is pointed on the problem of allocation of the elements (officers) with binary valued attributes, so that the classes (warships) which the elements allocated to, are similar. It is explained a heuristic algorithm to do this allocation and the same problem is solved with the goal programming formulation of it. Then it is made comparison of the results of the algorithm and goal programming formulation. The algorithm of the goal programming formulation is applied to a sample of 50 personals appointment of the warships. In this study information theory measure is used to allocate the elements to the groups. This allocation algorithm uses a heuristic approach to solve the equal set partitioning problem. At the same time three extensions to the heuristic algorithm are presented in the study as an extra struggle. These extensions are;IV a) To illustrate how changing the coding of the data without changing the problem improves the quality of solutions obtained. b) To allow the algorithm to deal with different scales of measurement, data sets consisting of binary valued, multivalued, nominal and interval attributes are tested and the results are presented. c) To allow the algorithm to deal with problems including classes of different sizes. The program of the heuristic algorithm program which is used in the study is written by pascal language and run with Delphi under windows 95. Goal programming formulation of the problem is solved by the GAMS program. As a result, we have seen that the personals who will be appointed to the warships which have the same technical properties, can be appointed or allocated to the ships with our program which uses a information theory measure. We can see that the attributes weights of the personals in every ships are so similar to each other. At the sometime we can see that this algorithm do this job quicker then the goal programming formulation one. It is understood that especially where no perfect solution existed, I mean that if we have a imperfect data set, the GP model did not manage to show integer optimal solutions quickly and took an unacceptably long time to run where as the heuristic algorithm program found good quality solutions in a very much shorter time period. When the appointment of the personals with binary social attributes are made with this heuristic algorithm program, if the ships have same technical properties, it would be created similar warships with respect to their personals social character and this situation leads the ships to have similar performance
